Yli-Viikari described that in such a situation, the employer had only bad alternatives. The best of these was the agreement that the chief inspector will be on the payroll for a couple of years before retiring without any obligation to work.

“The purpose of the contract was to minimize the cost to the audit office.”

Mikko Koiranen says that he has reduced the costs of the different options, and concluding the contract was estimated to be the cheapest. There was also the idea of ​​dismissal on the table.

Mixed Yli-Viikari and Koiranen deny that they have committed a crime. They emphasize that the Ombudsman did not see the need for a preliminary inquiry but only gave them a remark.

“I don’t think it’s an official offense. I believe that the agreement in question was made in good co-operation and co-operation with the party concerned, ie the Chief Inspector, ”Yli-Viikari said during the interrogations.

In the opinion of both, the negotiations with the Chief Inspector were conducted in a good spirit.

“The good atmosphere of the negotiations is also indicated by the fact that the Chief Inspector attended a retirement lunch with the Director General and his supervisor, in accordance with the Agency’s tradition,” Yli-Viikari pointed out.

According to Yli-Viikari, the requirements of the chief inspector were taken into account in the negotiations. These concerned, inter alia, the length of the transitional period and the payment of wages.

The Chief Inspector was paid full salary for the first six months without input, after which he received about half his salary before retiring.

The agreement was signed in May 2016. The Chief Inspector retired at the end of July 2018.

With the Inspector General there are no such positive recollections of the negotiations. He said he was offered a contract but there was no room for negotiation.

“Those were Koiranen’s terms.”

The agreement did not become a good mood.

The chairman of the Parliamentary Association of Civil Servants also took part in the negotiations. He said he could not assess the basic controversy over how well the chief inspector had performed his duties.

However, the chairman mentioned that according to the occupational well-being report, VTV had a “very bad atmosphere”.

There had also been a “frozen atmosphere” in the negotiations, but the President did not find anything inappropriate.

The Inspector General had informed the President that he agreed to the procedure.

“Yes, it seemed that he was wanted to get rid of him, and yes, he must have experienced it that way.”

As a witness consulted by the Director-General Marko Männikkö said in the preliminary investigation about VTV ‘s goal to improve profitability. In this context, there was also a desire to address situations where an employee did not perform his or her duties.

In his opinion, Yli-Viikari was impatient and wanted to have visible and concrete effects quickly. Yli-Viikari had raised the possibility of downgrading or dismissing several officials.

The Central Criminal Police has concealed estimates of the Chief Inspector’s performance from the pre-trial investigation. Nevertheless, it becomes clear that the work of the Chief Inspector was assessed as modest.

Männikkö said the chief inspector could have been given “pseudo-inspection tasks without an actual wait for the inspections to be completed”.

However, this would have been contrary to the performance targets, Männikkö estimates. In addition, it would have had a detrimental effect on the organizational culture if staff had been treated differently.

Another option was support measures, but according to Männikö, the chief inspector was not ready to contribute to their success.

“I remember the chief inspector being one of those people for whom dismissal was considered an option.”

However, the dismissal would probably have been found to be illegal, Männikkö continued.

Also a close associate of the chief inspector said during interrogations that the man was not very motivated by the inspection duties.

Shortly thereafter, the agreement was signed.
