The heads of ethnic diasporas were detained in Irkutsk on suspicion of organizing illegal migration, the main department of the Ministry of Internal Affairs for the Irkutsk region reported. Writes about this RIA Novosti.
“One of the defendants was given a preventive measure in the form of detention, the second – in the form of a ban on certain actions,” the department noted.
Investigators added that the head of the Uzbek national center and the deputy chairman of the Tajik diaspora, together with the center for additional education, illegally issued certificates to foreigners about proficiency in the Russian language, knowledge of history and the fundamentals of legislation of the Russian Federation. Foreign citizens provided these documents to the migration authorities of the Ministry of Internal Affairs. Most migrants did not have the appropriate knowledge.
Thanks to the certificates, they could obtain a labor patent, as well as a residence permit in the Angara region.
According to preliminary data, the attackers received more than 1.5 million rubles for certificates confirming knowledge of the Russian language. Searches were carried out at the office and at the residence addresses of the defendants. The Investigative Committee opened criminal cases under articles of “commercial bribery” and “organization of illegal migration.”
Earlier in Khabarovsk, employees of the FSB, the Ministry of Internal Affairs and the Russian National Guard detained migrants at the scene of a fire in the Khabarovsk Regional Musical Theater.
