The Budget Guidelines Law (LDO) of 2023, which serves as the basis for the elaboration of the Annual Budget Law (LOA), was approved this Tuesday, 12, in the Chamber of Deputies, by 324 votes to 110. The proposal still needs the approval of the senators, in a joint session of Congress. The vote took place after a controversy had postponed the discussions around the LDO from yesterday to today.
The rapporteur, Senator Marcos do Val (Podes-ES), removed from the text the imposition of the amendments of the rapporteur-general, which make up the secret budget, which displeased the Centrão.
On the other hand, the opposition and independent senators pointed out that suppressing this part of the proposal did not put an end to the mandatory secret budget, since the determination for the government to reserve resources in the LOA to pay for these amendments was maintained in the text.
After meetings between congressional leaders, however, there was an agreement to vote this Tuesday on the LDO and bills that open extraordinary credits in this year’s Budget.
