“It is necessary to identify certain types of offensive weapons that will never be deployed in Ukraine and will not be manufactured,” Lavrov said.
Lavrov added that Russia recognized President Volodymyr Zelensky as Ukraine’s president, and welcomed Zelensky’s desire for security guarantees, describing it as a “positive step.”
“Our negotiators are ready for a second round of talks to discuss these guarantees with representatives of Ukraine,” he added.
Zelensky said in an interview on Tuesday that Russia should stop bombing Ukraine before any further talks could take place. He demanded security guarantees, but from NATO, not Russia.
