Japanese political scientist, professor at the University of Tsukuba, Itsuro Nakamura in an interview RIA News assessed the statement of Russian President Vladimir Putin on the introduction of a special tax regime in the Kuril Islands and named the likely reaction of the Japanese government.
In his opinion, the words of the Russian leader for the Japanese authorities may become a strong shock and will most likely be perceived negatively.
“The fact is that the northern territories (which Japan considers its territory – approx. Lenta.ru) companies from countries other than Japan may come. Japan considers the issue of the northern territories to be a bilateral affair with Russia. If foreign investors come there, it will become an international problem, ”Tsukuba said.
He suggested that in the future, economic activities in the Kuril Islands will be conducted by companies from different countries. “And if Japan begins to lay claim to these islands, then it will meet with resistance from [России], but also other countries. Because it turns out that Japan will infringe on the rights of foreign companies. ” Tsukuda expressed the opinion that in this case, no one would support Japan on the issue of demands for the return of the northern territories, and it would be isolated.
The expert noted that Russia does not pin special hopes on Japan in the issue of the economic development of the Kuril ridge. In his opinion, this is expressed, in particular, in the fact that Japanese Prime Minister Yoshihide Suga did not receive an invitation to the World Economic Forum, which is taking place in Vladivostok these days. Tsukuda recalled that in 2016, Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin agreed on joint economic activities in the northern territories, but no reforms were implemented in five years.
On September 3, Vladimir Putin, speaking at the WEF, announced that a special tax regime for business would be created in the Kuril Islands. According to him, companies will be exempt from taxes for ten years. According to the president, both Russian and foreign investors will be able to take advantage of such tax and customs benefits.
