At least 168 people have been killed and 323 others are missing, according to a new updated toll from the 7.6-magnitude earthquake that struck the country on New Year's Day.
A week after a major earthquake struck the west coast of Japan, thousands are still suffering from water and power outages.
A previous toll indicated that 161 people were killed as a result of the earthquake.
Sub-zero temperatures, snow and rainfall hampered the delivery of aid.
Prime Minister Fumio Kishida said on Monday that 500 people could be temporarily housed at a sports center in Kanazawa, but he said more shelters were needed. He added that the government is also working on finding hotel rooms for the evacuees.
Kishida explained on Friday that the government will spend 4.74 billion yen (32.77 million US dollars) from budget reserves for reconstruction efforts.
However, bad weather conditions will make the reconstruction process more difficult, and more snow and rain are expected in the coming days.
The New Year's Day earthquake was the deadliest in Japan since 2016, when 276 people died as a result of an earthquake that struck the Kumamoto region in the southwest of the country.
