THE São Paulo City Hall announced this Friday (23) that it will maintain the refund of the Property Tax on Motor Vehicles (IPVA) for owners of electric or hydrogen-powered cars in 2023.
Decree No. 61,819 was published last Friday (16) and is part of the municipality’s policy to encourage the acquisition of these vehicles.

The amount to be refunded is the available share of the IPVA belonging to the Municipality, discounting the percentage allocated to the Fund for Maintenance and Development of Basic Education and for the Valorization of Education Professionals (FUNDEB). This money can be used to discount the IPTU or be received in a bank account.
How to guarantee the refund?
To be entitled, the vehicle must be registered with the National Register of Motor Vehicles (Renavam), with the code that indicates the use of electricity or hydrogen gas as fuel, exclusively or in association with other fuels. The limit of the amount to be returned will be R$ 3,292.
To have this benefit, the citizen must make the request on portal 156 from 2023, referring to the year 2022. He can choose to receive the credit in his current account or deduct the value of the IPTU.
In 2022, the amount of R$ 2 million was reserved for the refund of the IPVA on electric vehicles. In June of this year, reimbursements were made, amounting to R$ 1.667 million for 1,128 requests. In September, a new batch will be generated for payment, using the residual value (R$ 332,152.44).
