With Congress going into recess for the next two weeks, the proof of in-person life for retirees and pensioners of the National Social Security Institute (INSS), resumed in June, remains active. That’s because a bill calling for the suspension of the measure, passed in the Senate and House this week, needs to be reviewed by the senators and will have to wait for the return of legislative activities.
Suspended by the INSS in March 2020, when the state of calamity began in Brazil, the proof of life was resumed by the Institute last month and PL 385/21 of the Senate establishes the postponement of the in-person procedure until the end of the year.

Approved in both Houses, the bill has not yet become law because on Wednesday (14) the Chamber included changes in the text voted by the Senate. When this happens, the text returns to the House that initially proposed the PL and it undergoes a new evaluation.
For the parliamentarians, there is no justification for resuming the proof of life at a time of health crisis, much less prioritizing the fear of fraud in accessing INSS benefits over people’s lives.
The PL establishes that the proof of life by biometrics, adopted as a pilot project by the INSS, follows the Institute’s standard for evaluating the maintenance of monthly benefits and aids. The INSS used the Superior Electoral Court (TSE) and Detrans databases to provide proof of life in the Meu INSS application.
According to the text, banks will be required to give preference to beneficiaries over 80 years of age or those with mobility difficulties, in addition to providing other ways for policyholders to carry out the procedure without having to leave the house.
In addition, in cases where attorneys are responsible for carrying out the proof of life, the first copy of the public power of attorney must be free of charge and the renewal of this document will no longer need to be biannual, moving to the annual standard.

Who should do?
Insured persons, such as retirees and pensioners, who receive benefits through a checking account, savings account or card must carry out proof of life. Those who do not update their registration may have their benefit suspended.
Where to do it?
At the bank branch where you receive the payment, with a photo ID, proof of residence and bank card. Some financial institutions allow you to prove your life through an ATM or mobile phone application.
