The introduction of new regular benefits for needy families with children aged 8–17, as well as the indexation of pensions for non-working pensioners and the subsistence minimum by 10% from June 1 will increase the income of the population by more than 1.5 trillion rubles in annual terms. This is stated in the Basic Directions of the Budget Policy for the Three-Year Period. The document was submitted to the State Duma along with the draft budget for 2023–2025.
As a rule, the indexation of pensions and the cost of living is carried out annually on January 1, however, in 2022, due to high inflation, it was decided to carry it out in two stages. After the last increase in the insurance pension on June 1, its size increased to an average of 19.3 thousand rubles.
At the same time, the subsistence minimum per capita increased by 1,265 rubles and amounted to 13.9 thousand. In 2023, its value will be set at 14.3 thousand, for the working population – 15.6 thousand, pensioners – 12.3 thousand, children – 13.9 thousand, follows from the bill on the federal budget for a three-year period.
2.1 trillion rubles will be allocated for the implementation of social assignments from the presidential messages in 2023. This is 110 billion rubles more than in 2022. In 2024 and 2025, it is planned to allocate 2.3 trillion rubles for social payments.
Most of the funds will be directed to the universal allowance for low-income families with children under 16 inclusive and pregnant women. Next year – 520 billion rubles, and in 2023 and 2024 – 1.1 trillion and 1.2 trillion, respectively.
