By proposing the series of The Penguin, the showrunner Lauren LeFranc I already knew that they would not be able to count on Batman. They were going to tell a story set in the Gotham set up by the movie. Matt Reeves starring Robert Pattinson, where Oswald Cobb had first appeared Colin Farrell, but without Batman involved. And nothing happened.
“I understand why people wanted to have Batman, or I thought that if Batman doesn’t appear in a series or a movie they don’t have the same impact,” he said in an interview for the magazine SFX (via Total Film) before the premiere. “I think it’s different. In it, we witness one more phase of Oz’s plan to overthrow the great mafia families of Gotham and take control of the city’s organized crime. Having betrayed their former employers, the Falcone, allying themselves with their enemies Maroni and having betrayed them as well, Oz has thrown himself into the cultivation and trafficking of Bliss.
This new hallucinogenic drug with which he intends to flood Gotham makes him a lot of money but he also has to face the occasional murder of his salespeople at the hands of a Sofia (now, Sofia Gigante; always, the magnetic Cristin Milioti) quite rebounded with the umpteenth betrayal of her former driver. To mitigate this setback, Oz decides to freely distribute boxes of Bliss throughout the city in order to attract the attention of other criminal gangs in Gotham.
This is how an organization ends Gotham gangster meeting with representatives of gangs from the Batman comics, like the triads he wants to negotiate with so much, but also the Sullivan, the Lo-Boys or the Burnley Town Massive (or BTM) led by Able Crown. Sounds like a bad guy gathering where Batman could get his boots on making arrests, right? Too bad you missed it.
The fact is that we should not take it into account very much. As Lauren LeFranc explained, All of these criminal matters are happening well below the bat’s radar. The war between criminal families, as long as it consists of liquidating each other, is far from the focus of interest of the dark knight, perhaps more concerned with greater threats such as possible terrorists who want to follow in the footsteps of the Riddler (Paul Dano).
If some other criminal falls along the way, or entire families like the Falcones, they are welcome. If Oz ends up realizing his dreams of greatness, Batman will have no choice but to face the Penguin once again.
