The policy of artificial intelligence, in the United Arab Emirates, has become an indispensable government approach, since the late ruler directed the adoption of a modern and innovative approach aimed at promoting the concept of smart government and completing government transactions using electronic applications, and the country was a pioneer in adopting strategic plans aimed at advancing the sector Through the creation of the Ministry of Artificial Intelligence.
In October 2017, the UAE government launched the UAE Artificial Intelligence (AI) strategy, and this initiative represents the new stage after the smart government, on which future services, sectors and infrastructure will depend in the country in line with the UAE Centennial 2071, which seeks to be the best UAE. This strategy is considered the first of its kind in the region and the world, through which it aims to achieve the goals of the UAE Centennial 2071, and accelerate the implementation of development programs and projects to reach the future.
Relying on artificial intelligence in services and data analysis at a rate of 100% by 2031, improving government performance and accelerating achievement, and creating innovative work environments, the strategy also ensures that the UAE government is the first in the world to invest in artificial intelligence in its various vital sectors, and aims to create a new market Promising in the region of high economic value, support private sector initiatives and increase productivity, in addition to building a strong base in the field of research and development, in addition to investing the latest techniques and tools of artificial intelligence and applying them in various fields of work with high-level efficiency, investing all energies optimally, and exploiting The human and material resources and capabilities available in a creative way.
Mohammed bin Zayed University
The late Sheikh Khalifa bin Zayed Al Nahyan, may God have mercy on him, issued Law No. 25 of 2019 establishing the Mohammed bin Zayed University for Artificial Intelligence. The law, published in the latest issue of the Official Gazette of the Emirate of Abu Dhabi, stipulates that it be established under the provisions of this law. A university called “Mohammed bin Zayed University of Artificial Intelligence”, which has an independent legal personality, has full legal capacity to act, and is affiliated with the Executive Council.
The law stipulates that the university’s main headquarters shall be in the city of Abu Dhabi, and it is permissible, by a decision of the Board of Trustees, after the approval of the Executive Council, to open branches for it inside or outside the emirate.
According to the law, the university aims to support scientific research and development, knowledge creation, transfer and use of artificial intelligence.
The university directly has the following specializations: establishing a distinguished academic and research system in various fields of computer science and its applications in artificial intelligence, building and developing academic, scientific and research partnerships with scientific and academic institutions inside and outside the emirate, and exchanging experiences in order to ensure sustainable scientific and academic development.
This is done by concluding the necessary agreements and memoranda of understanding, in addition to preparing and financing research and reports related to artificial intelligence, providing advice and consultations in the fields of work and specializations of the university to any party, including local or international bodies, and issuing publications including research, studies and specialized research papers.
Holding and participating in local, regional and international conferences, symposia, meetings and workshops, in addition to implementing strategies related to commercial activities and emerging intellectual property as a result of university research and university cooperation operations with others, and any other competencies assigned to it by the Executive Council.
The law indicated that the university shall have a Board of Trustees of no less than five members, including the Chairman of the Board of Trustees and his deputy, and a decision is issued for their appointment by the Chairman of the Executive Council, and the term of membership of the Board of Trustees is three years, subject to renewal. The law noted that the Board of Trustees undertakes the following functions: approving the general policy and strategic plans of the university in line with the policies of the emirate and the state, following up their implementation, approving the university’s plans, specializations and programs, reviewing and evaluating the extent of their implementation on an annual basis, approving the university’s annual draft budget and submitting it to the Executive Council for approval Approval of the university’s organizational structure, and submitting it for approval in accordance with the established systems, in addition to forming permanent or temporary committees from among its members and others to assume specific tasks or competencies determined by the Board of Trustees.
Issuing the necessary rules and regulations for the university, including financial, administrative and human resources regulations after the approval of the Executive Council, approving admission policies, study systems, training, examinations, graduation requirements, and awarding academic degrees and certificates in accordance with the regulations and instructions issued in this regard.
And the adoption of memoranda of understanding, agreements and academic, scientific and research partnerships concluded by the university inside or outside the emirate, within the limits of the approved budget of the university in accordance with the legislation in force, in addition to approving the scientific research policies and associated strategies and commercial activities of the university, in addition to establishing endowment funds in order to achieve The goals and objectives of the university in coordination with the relevant authorities, and the establishment of partnerships or participation in them, related to the specializations of the university.
Approval of owning, renting and leasing real estate for the work of the university and its branches, companies and scientific research centers, in addition to approving university fees and financial rewards for students after the approval of the Executive Council, reviewing periodic reports on the performance of the university, and borrowing in accordance with the legislation in force, as well as appointing consultants and experts and determining their fees, and any competencies Or other tasks assigned to it by the Executive Council, and the Board of Trustees may delegate some of its powers to the Chairman, provided that the delegation is in writing.
Article No. (7) stipulates that the university shall have a president whose appointment is issued by a decision of the president of the Executive Council based on the recommendation of the Board of Trustees, and he undertakes the daily work of the university, and undertakes the following competencies: Managing the university’s scientific, financial and administrative affairs in accordance with the provisions of this law and the regulations and decisions issued by the Board of Trustees .

Activating many programs, initiatives and workshops in all government agencies on the applied mechanisms of artificial intelligence, organizing an annual global summit, launching government accelerators for artificial intelligence, developing the capabilities of senior government leaders in the field of artificial intelligence, raising the skills of all jobs related to technology, and organizing training courses for government employees .
As well as providing 100% of first-line services to the public through artificial intelligence, integrating artificial intelligence by 100% in medical and security services for identification, and increasing reliance on artificial intelligence in routine jobs, in addition to leadership through the appointment of an artificial intelligence advisory board, and issuing A government law on the safe use of artificial intelligence, and the development of the first global document to define controls that ensure the safe and proper use of artificial intelligence.

To activate the system of artificial intelligence in the UAE, the late Sheikh Khalifa bin Zayed Al Nahyan, may God have mercy on him, issued a federal law authorizing the Council of Ministers to grant a temporary license to implement any innovative project based on modern technologies of a future character or using artificial intelligence.
