In Russia, they ask to oblige banks to block write-offs for online services at the request of the client. Such an appeal was sent by the Public Consumer Initiative (OPI) to the Central Bank.
It says that online sales of goods and services are growing in the country, but because of this, the number of transactions at the request of fraudsters and simply not quite decent entrepreneurs is increasing, not excluding the largest Internet sites and popular media services.
According to the PIE, subscriptions play a special role here, which involve the extension of payments, but it is not always possible to unsubscribe from them.
“Failing to cancel the paid subscription, the payer applies to the bank with a request to stop further write-offs of funds. But there, instead of canceling the subsequent requirements of an unscrupulous recipient, the client is offered a reissue of the card, which creates unjustified difficulties and often additional costs – continued write-offs, ”the appeal to the head of the Central Bank says.
In this regard, the PIO asks to supplement the requirements for banks, directly fixing the rule that they are not entitled to refuse the payer to withdraw acceptance for debits and should not transfer funds at the request of the recipient.
