In Russia, it is necessary to gradually move away from the practice of renting apartments for daily rent, and as an alternative to open more economy-class hotels or small guest houses, the status of which may soon be legalized. This opinion expressed “Parlamentskaya Gazeta” Chairman of the State Duma Committee on Housing Policy and Housing and Communal Services Galina Khovanskaya.
“We need to find a balance between the development of tourism and ensuring the rights of citizens,” explained Khovanskaya. – There are more problems with daily rent of apartments than positive aspects. Apart from everyday inconveniences, this creates unhealthy competition in the real estate market. “
Since 2019, the law prohibits the use of apartments for the provision of hotel services, the parliamentarian recalled. To organize a hostel, now an apartment must be transferred from a residential building to a non-residential one and must comply with some requirements – for example, the room must have a separate entrance and fire systems.
According to Khovanskaya, the law was passed to ensure the comfort of neighbors in apartment buildings. “When new people constantly enter and leave the apartment, they use common property, elevators, often do not keep cleanliness, smoke in the stairwell, make noise,” the deputy emphasized.
Earlier, the Russians were warned about the punishment for secret renting out of housing. In case of non-payment of taxes, the owner, caught by the tax authorities, will be forced to make all payments for the last three years, as well as a fine of 20 percent of the amount owed, the lawyer said.
