The Ministry of Education has prepared a draft government decree, which will define a complete set of spelling and punctuation rules that meet modern standards of the Russian language. The corresponding document is published on portal draft regulatory legal acts.
It is noted that the previous set of rules was issued in 1956. However, over the past decades, inaccuracies and disagreements have been found in the rules, some rules have been loosened, and the language has changed. In particular, new words, speech patterns and constructions, spelling norms, which have not yet been regulated, have appeared in it. Therefore, the old rules required updating.
The creators of the project explain that there is a need for theoretical consolidation of innovations in society. “The reasoning should be based on the development of scientifically grounded principles for the codification of linguistic norms, which is why representatives of the Spelling Commission at the Russian Academy of Sciences were also involved as executors for the creation of this code,” the document says.
It is also noted that the new set of rules will not only reflect the norms established in 1956, but also supplement them, taking into account the modern practice of the Russian language. In addition, according to the draft, the updated rules are intended to eliminate the fragmentation of the old code, which reflected only difficulties in writing.
The new rules will be finalized and adopted by the end of 2021.
