The high alert mode was introduced on September 28 in several regions of North Ossetia due to the situation on the border with Georgia at the Verkhny Lars checkpoint. Corresponding decree signed by the head of the republic Sergei Menyailo.
In particular, the regime was introduced in Ardonsky, Kirovsky and Prigorodny districts, as well as in Vladikavkaz. It is noted that the restriction of the entry of passenger vehicles into the territory of the republic does not apply to residents of North Ossetia, South Ossetia and Georgia. In addition, the measures will not affect those who go to Ossetia on vacation and have the necessary documents.
“The decision to introduce a high alert regime is a forced temporary measure: the situation cannot be allowed to take its course. A huge amount of transit transport, many kilometers of queues at the Verkhny Lars checkpoint,” he wrote on his Telegram channel.
Menyailo specified that more than 20,000 people entered Georgia through this checkpoint in the last two days alone. According to him, the authorities of North Ossetia “purely physically will not be able to ensure order and security if this flow continues to grow.”
“I gave instructions to organize heating, food, medical care and sanitary cleaning for transit workers. Among those who are now in the territory of North Ossetia, there are women and children,” he added.
Menyailo also recalled that now mobile operational groups have been organized at the entrances to the republic and near Upper Lars – they will check those entering the republic.
“If a citizen is subject to conscription, then in accordance with the federal list, he will be handed a summons on the spot. Now this will also apply to citizens who are registered with the military not only in North Ossetia, but also in other regions of the country. Representatives of the military commissariats who are in the operational groups receive general lists of conscripts from the Ministry of Defense. At the same time, the persons subject to mobilization will be explained what consequences, in accordance with the law of the Russian Federation, await them in case of evasion from military service, ”the head of the republic warned.
The day before, the Ministry of Internal Affairs of the republic reported that due to the influx of cars moving towards Georgia, in order to organize the security of citizens and reduce the risk of conflict situations, it was decided to allow Russians to cross the border on foot.
Also, a mobilization point of the military registration and enlistment office was deployed at the checkpoint. It is known that citizens of the Russian Federation who are to be mobilized from among those wishing to leave the country are already being handed summons at this border. This decision was made after a meeting at the checkpoint with the Minister of Internal Affairs of the Republic Andrey Sergeyev, as well as the head of the State traffic inspectorate, the heads of the border department of the Federal Security Service of the Russian Federation for North Ossetia-Alania and the North Ossetian customs.
Earlier, on September 26, the Russian Defense Ministry reported that with partial mobilization, restrictions on the movement of citizens are not provided.
On September 21, partial mobilization was announced in Russia. A total of 300,000 people will be called up.
On February 24, Russia launched a special operation to protect Donbass. The decision was made against the background of the aggravation of the situation in the region as a result of shelling by the Ukrainian military.
