In Quebec, a reform of the provincial government has drawn the ire of its two most prestigious English-speaking universities, McGill and Concordia. Undergraduate tuition fees will increase by more than 30% for Canadians from other provinces, while a new tax will be applied to these institutions for each international student. The measure aims to better finance French-speaking institutions, but also aims to achieve a “linguistic rebalance,” according to the Quebec government.
