Ibiza will limit the number of vehicles that can enter the island. The Balearic Parliament approved this Tuesday, with the only dissenting vote from Vox, the proposed law to control the flow of vehicles in the largest of the Pitiusas, which thus joins Formentera, which has had entry restrictions for years. of motor vehicles. And it will not be the last, because Mallorca has also recently proposed implementing similar limitations.
In the plenary session this Tuesday, the Chamber gave the green light to the opinion of the Territorial Planning, Housing, Mobility, Sea and Water Cycle Commission on the bill registered by the Consell de Ibiza – an institution similar to the peninsular councils or the Canarian councils – last May.
In this way, the rule addresses the limitation of entry of all types of motor vehicles and limits circulation in certain public spaces, including parking, with the Island Council being the one to mark periods with specific and differential exceptions.
The island institution will also mark the vehicle ceiling, which will be approved annually or biannually with a fee for Formentera residents and introduces specific fees for caravans. Likewise, the law will empower the insular institution to create a badge and mark those excepted vehicles and will contemplate measures related to the promotion of public transportation.
The proposal reached the Parliament promoted by the Consell of Ibiza, governed with an absolute majority by the Popular Party, and was taken into consideration on June 4. During the parliamentary process in presentation and committee, 72 amendments have been approved.
“Broad consensus”
The ‘popular’ deputy and president of the Ibiza Consell, Vicent Marí, has applauded the “broad consensus” that has been achieved in the bill, highlighting that of the 103 amendments presented, 93 percent have been approved, compromised or withdrawals, a figure that »demonstrates the high degree of consensus«, as reflected by Europa Press.
The deputies of the left have spoken along these lines, who have expressed their support for the initiative. Thus, the Més per Mallorca deputy Ferran Rosa has applauded the consensus reached with all the groups except Vox, as well as the broad agreement.
The socialist deputy Pilar Costa, has also celebrated that the text of the bill has been agreed upon thanks to the efforts of the political groups, both in the Consell de Ibiza and in the Balearic Parliament.
The representative of Unidas Podemos, Cristina Gómez, and the representative of Més per Menorca, Josep Castells, have expressed themselves in the same way, who have pointed out, on the other hand, the need to implement a similar law in Menorca.
Starting June 2025
For the socialists, there are three fundamental issues that the law must include, such as the creation of a mobility consortium in Ibiza, that the law affects all types of vehicles and that it applies from June 2025.
However, the socialist deputy has specified that with approval in Parliament, the entire law comes into force and that “nowhere does it say that it is applied progressively.” On this issue, Marí has pointed out that the application will be progressive because “it would be bold to say that everything will be done on a certain date.”
On the other hand, Vox deputy Patricia de las Heras has accused the PP of “copying Armengol’s most tourism-phobic speech.” »Not because it applies the norm does the PP stop it from being less communist«, he criticized.
Along these lines, the deputy has transferred her party’s rejection to the bill, considering that it represents a “serious attack on freedom of movement and hinders freedom of movement.”
According to De las Heras, the PP has assumed “the ideology of the left” and, with this bill, “attacks tourism.”
In response, Marí has assured that she does not understand Vox’s “doubts” with “something as basic as controlling and managing actions that compromise the future of Ibiza.” «When the glass is full and there is no more water. This is what is happening in Ibiza,” he told the deputy, adding that the control and management policies “have no ideological color.”
On the other hand, the Minister of Housing, Territory and Mobility of the Balearic Government, José Luis Mateo, announced this Tuesday in the plenary session of the Parliament that the island Executive will carry out an “in-depth” analysis of the European legislation to “provide an greater legal certainty” to the regulations on limiting vehicle entry of each of the island councils.
“The limitation of vehicle entry will be made on the basis of technical analyzes that evaluate the carrying capacity of each of the islands and always within the framework of European regulations,” he said.
Congestion problems
According to Europa Press, Mateo has stressed that the regulations already approved or in process will be evaluated, as well as the existing jurisprudence, both at the national and community level. “The ultimate goal is to provide the councils with the necessary tools so that they can regulate the congestion problems that actually occur at certain times of the year,” he stated.
The councilor has clarified that the study on the limitation of vehicle entry on each of the islands is an electoral commitment and has indicated that this analysis “supports and reinforces the work that the councils are doing.”
Finally, he pointed out that the Consell de Menorca has commissioned a load study this week, which is covered by the Biosphere Reserve Law.
