The Brazilian Institute of Geography and Statistics (IBGE) begins in November a new round of preparatory tests across the country for the 2022 Demographic Census, but is still seeking support from the National Congress for the approval of all the resources necessary for fieldwork .
The first field test under the adverse conditions of the pandemic took place from September 6th to 24th, on Ilha de Paquetá, in Guanabara Bay, in Rio de Janeiro. The first results were released this Saturday, 16.
“It’s a moment of thanks, but nothing has been gained. There are still fundamental decisions. I will be at the Congress, with the objective of convincing hearts and minds”, declared Eduardo Rios Neto, president of IBGE, on the need to approve the full budget demanded by the statistical agency for carrying out the Demographic Census in 2022.
IBGE informed on Friday, 15, that it obtained the approval of the government’s economic team for the recomposition of the necessary budget, through an amendment to the Annual Budget Law Project (PLOA) 2022 presented by the federal government to the National Congress. “The IBGE informs that the Special Secretariat of the Treasury and Budget authorized an amendment to the PLOA-2022, fixing the total amount of R$ 2,292,907,087.00 for the budget of the 2022 Demographic Census to be carried out by the IBGE”, disclosed the statistical agency, in note.
The amendment still needs to be voted on by lawmakers, although this time the supplementation has the approval of the executive power. According to the institute, the Treasury Department informed in an official letter to the Attorney General of the Union (AGU) that “it is possible” to expand the Census budget under the terms clarified by the statistical agency to the Federal Supreme Court (STF). The complementary resources will come from the Export Guarantee Fund (FGE), supervised by the Ministry of Economy, pointed out the note from the IBGE.
The institute has been facing difficulties to guarantee the necessary resources for the Demographic Census, which should have gone into the field in 2020, but has already gone through two postponements. In May of this year, the STF decided that the federal government has an obligation to carry out the Census. Since then, IBGE has alerted to the need to recompose the budget.
The statistical agency prepared a budget proposal of approximately R$ 2.293 billion to carry out the field survey in June 2022. However, the amount allocated by the federal government for the census in the PLOA 2022 was approximately R$ 293 million less than necessary. The Budget Execution Board (JEO) provided only R$ 2 billion for the operation.
The issue returned to the STF in September. The Union was summoned to comment on the budget for carrying out the Census in 2022, in response to a petition by the government of Maranhão, which alleged non-compliance with the provisional relief granted by the Supreme Court, determining that the federal government ensure the realization of the census.
“It needs to be voted on in the budget committee, endorsed in congress, and then sanctioned by the president. I’m from Minas, caution and chicken broth don’t hurt anyone”, joked Rios Neto, this Saturday, 16th, after the presentation of the preliminary results of the Census test on Ilha de Paquetá.
The neighborhood of Paquetá was chosen because it was the target of a special vaccination program for the population against covid-19, conducted by the Municipal Health Department of Rio, which resulted in about 85% of the adult population already being immunized in August.
“Today we have 96% of the population of Paquetá vaccinated with two doses of the vaccine. We are also moving forward with the booster dose, Paquetá also shows the need to give the booster dose to the elderly,” said Daniel Soranz, Secretary of Health for the municipality of Rio de Janeiro.
The test in Paquetá was considered successful from a technical and sanitary point of view by the Municipal Health Department and by the IBGE. The technicians of the statistical agency tested the approach to informants in a controlled environment and carried out the census operation in the form of a Pre-Test for Approval of Equipment and Systems.
“The (sanitary) protocol here has already been replicated, but perhaps in a context of very low virus. In other states, the idea is to test the protocol as well”, pointed out Rios Neto.
Held every ten years, the Demographic Census visits all approximately 71 million Brazilian homes. The survey was initially budgeted by the IBGE technical team at more than BRL 3 billion, to go into the field in 2020. Amid pressure from the government for a reduction in the budget, the original questionnaires were streamlined, and the budget shrank to BRL 2 .3 billion. When it was postponed due to the pandemic to 2021, the federal government further reduced this expected amount, to R$ 2 billion.
However, only BRL 71 million were approved by the National Congress, and the budget sanctioned and published in the Official Gazette of the Union brought a veto by President Jair Bolsonaro, which cut this amount to just BRL 53 million in 2021, which made even the preparations for the survey to go into the field in 2022. Later, after the decision of the STF, the IBGE managed to ensure a budget complementation for the preparations this year.
The information collected by the Census serves as a basis for the apportionment of the Participation Fund of states and municipalities, and is also essential for the planning of health and education policies, in addition to supporting sample research.
Starting on the 4th, the census teams will carry out similar tests in the 27 Federation Units: in the Tucumã district, Rio Branco (AC); in the municipality of Coqueiro Seco (AL); in the neighborhood of Laguinho, Macapá (AP); in the locality of Novo Remanso, Itacotiara (AM); in the neighborhood of Amaralina, Salvador (BA); in the district of Ema, Pindoretama (CE); in the administrative region of Samambaia, Brasília (DF); in the district of Araçás, Vila Velha (ES); in the municipality of Damolândia (GO); in the municipality of Bacabal (MA); in the district of Sucuri, Cuiabá (MT); in the neighborhood of União, Campo Grande (MS); in the Minas Brasil neighborhood, Belo Horizonte (MG); in the Vila district, in the District of Mosqueiro (PA); in the municipality of Capim (PB); in the municipality of Jardim Olinda (PR); in the district of Macujê, Aliança (PE); in the municipality of Lagoinha do Piauí (PI); in the municipality of Engenheiro Paulo de Frontin (RJ); in the municipality of Passagem (RN); in the district of Jardim Estalagem, Viamão (RS); in the Liberdade district, Porto Velho (RO); in the municipality of Mucajaí (RR); in the municipality of Tigrinhos (SC); in the Prosperidade neighborhood, São Caetano do Sul (SP); in the municipality of Feira Nova (SE); and in the municipality of Lajeado (TO).
