Russians who care for disabled citizens, for example, disabled people or elderly people over 80 years old, are entitled to monetary compensation from the state. How to get it and what documents are needed for this, Izvestia tells.
Who is entitled to payment
The benefit is only available to able-bodied non-working citizens. It is awarded to citizens who care for elderly people who need care according to the conclusion of a medical organization, pensioners over the age of 80, as well as disabled children and disabled people of group I.
The main condition is to undergo specialized training in caring for the elderly and people with disabilities. Relatives and other caregivers can take such courses free of charge as part of the School of Care program.
Both the disabled person and the citizen who is going to care for him have the right to declare his resignation. Whether they are related to each other is not important for calculating the payment, nor does it matter whether they live together or separately.
At the same time, pensioners and persons receiving unemployment benefits do not have the right to monthly compensation, since they are already accrued pensions and payments that compensate for lost income.
How are payments for caring for a disabled citizen calculated?
The period of care is counted in the insurance period to receive an insurance pension in the amount of 1.8 coefficients for each year. For citizens living in the Far North and equivalent areas, the amount of payments is higher due to the regional coefficient.
In addition, in a number of regions there are additional benefits and compensation. For example, tax breaks and discounts on utility bills. Therefore, before you start applying for care benefits, you should consult the Pension Fund of Russia (PFR). This will allow you to clarify information about the availability of regional surcharges.
Today the maximum possible payment is 10 thousand rubles. It is awarded to those who care for disabled children. In all other cases, the amount of compensation is 1,200 rubles per month.
How to apply for compensation for caring for a disabled citizen
To receive money, you need to submit an application on the Gosuslugi portal, on the website or at a branch of the Pension Fund of Russia (PFR), in the offices of the Social Fund of Russia (SFR) or “My Documents”.
The applicant will be required to provide a passport, a certificate of completion of special training, an application indicating the place of residence and the date of commencement of care, as well as a passport and a statement from the disabled person indicating his consent to care.
If an adult incapacitated citizen needs care, then a conclusion from a medical institution about the need for constant outside supervision will be required. The Pension Fund of the Russian Federation requests information independently from the register to assign payments for caring for a disabled person.
The application for payment will be reviewed within 10 working days.
When does the accrual of payments stop?
In the event of leaving work or termination of care, payments cease. The citizen providing care must independently notify the Pension Fund or SFR about this within five days. Otherwise, he will have to return the illegally received funds.
Earlier, Izvestia wrote that payments to caregivers were proposed to be equalized with the subsistence level.
