Report by deputy Samuel Moreira (PSDB-SP) says that it is “essential” to adopt a new system of government from 2030
The working group that analyzes semi-presidentialism in the Chamber approved this Tuesday (18.Oct) a report that suggests a change in the system of government. The 58-page document proposes the convening of a plebiscite. Here’s the intact (446 KB).
The text highlights the consultation of experts “with solid theoretical training and extensive political and legislative experience” to recommend a new model. “It is necessary, it is imperative, it is essential to profoundly change the relationship between the Executive and the Legislative Powers and of both with the Brazilian electorate. For that, it is necessary to change the system of government and adopt semi-presidentialism”says an excerpt from the document.
Semi-presidentialism is a system of government in which the president of the Republic shares power with a prime minister, elected by the National Congress.
According to the coordinator of the working group and author of the report, deputy Samuel Moreira (PSDB-SP), if a proposal on the subject advances, the new system of government would be adopted from 2030.
“We have done everything to ensure that this process starts in 2030 so that the next president-elect can have 2 terms in the presidential system. We are not changing any of the candidacies that are there”said Moreira to Power 360.
The congressman cited popular consultations held earlier in Brazil and stated that society has the right to discuss possible change. “There was a plebiscite in 1963, 1993, that is, every 30 years, you can hold a plebiscite. […] People have the right to discuss the system.” declared.
Samuel Moreira countered the criticism that semi-presidentialism would strip the president of his powers.
“You retain the administrative and legal responsibility of the president. A president elected by the people. You maintain a Brazilian tradition, which is to directly elect the President of the Republic. Do you think the president of France [em referência a Emmanuel Macron] have little power? that the president of Russia [Vladimir Putin] have little power?” said.
According to the report, semi-presidentialism would work as follows:
- direct popular election of the President of the Republic;
- appointment of the Prime Minister by the President of the Republic to exercise the position as long as he has the confidence of the parliamentary majority;
- separation between the head of state, exercised by the president of the Republic, and the head of government, exercised by the prime minister.
The working group did not present a project for processing.
At the end of the report, there is a draft legislative decree to convene the plebiscite. The Working Group was created on March 16, 2022, based on an act by the President of the Chamber, Arthur Lira (PP-AL).
