For the second time in four days, Horacio Rodriguez Larreta met with government authorities. On Sunday he shared an act with the president Alberto Fernandez at the CCK to honor those killed by Covid-19. This Thursday, he held a meeting with the Minister of the Interior Pedro’s Wado, at Casa Rosada, to review some of the management discussions between the Nation and the City that were interrupted and traversed by the fight for co-participation, the debate over face-to-face classes, appeals to the Supreme Court and the electoral horizon.
The national government and the city government lower the political tension between the two administrations, a decision that could have consequences in the midst of the internal ones that emerge especially in Juntos por el Cambio, where Larreta discusses spaces with the toughest of the PRO as Patricia bullrich.
For days, officials of the National Executive have conveyed to their Buenos Aires counterparts their concern about the impact that the Delta variant could cause in Argentina with the vaccination scheme still incomplete. However, the pandemic was not part of the dialogue. During the almost 19 months of coexistence between the administrations of the President and Rodríguez Larreta, they went from “friendship” to political cold and cross accusations. They hindered the bond, especially part of the millions of pesos that were left on the road.
In the Executive this Thursday there was discomfort with the head of Government because the City refuses to imitate the Province and to isolate tourists who arrive from abroad – mostly from Buenos Aires, even if they are not positive. The director of Migration, who responds to De Pedro, charged in each of his statements against the limited control of the City. The two administrations, however, swear that this issue was not on the agenda.
In an atypical postcard, the Buenos Aires head of government crossed an almost empty Plaza de Mayo, on foot, accompanied by his chief of staff Felipe Miguel. Several television mobiles timely portrayed the entrance of both.
In Balcarce 50, several collaborators of the President were unaware that Rodríguez Larreta had entered the Government House.
When the meeting was averaging, De Pedro left his office and ran to the Busts Room, where he intercepted the President, who was leaving with Santiago Cafiero from the Casa Rosada to Olivos to participate in a PJ tribute for the death of Perón. Nobody clarified what the minister consulted the President.
During the hour that the meeting was extended between Rodríguez Larreta, De Pedro, Miguel, and the executive secretary of the Advisory Commission of the AMBA, which depends on the Interior, Mark Schiavi; Neither the national Executive nor the Buenos Aires government specified what topics would be discussed at the meeting. Miguel left La Rosada a while before Larreta. The Head of Government and De Pedro they were alone in the minister’s office for 10 minutes. Only they know what they talked about.
“The meeting served to exclusively review management issues that involve the Nation and the City, such as the completion of the Marcos Paz Prison for the transfer of the Devoto Prison, administrative issues related to the properties transferred to finance the viaducts and Paseo del Bajo or the railway beaches for the development of the land adjacent to the railway “, finally communicated simultaneously the spokesmen of the Ministry of the Interior and the head of government, when Rodríguez Larreta left the Rosada at 7 p.m.
Participants described the meeting as “a good meeting”. The head of Government was convinced that he could reach an agreement with De Pedro regarding the land that the Nation transferred to the City during the administration of Mauricio Macri, which the Government objects. The debate over the removal of co-participation (to cover the Buenos Aires security service), on the other hand, will continue its legal path in the Highest Court. It was not mentioned during the sixty minutes that the meeting lasted.
Months ago, De Pedro officials announced that they were preparing legal actions to recover the 34 properties, for an estimated value of 14 billion pesos and 30 million dollars, ceded by Macri’s management to the City. They argued, as proof of the former president’s discretion to benefit the Capital, that the deeds, as found by the General Notary Office of the Nation, had been formalized between November and December 2019, as Clarín consigned.
In the Executive they were deluded that the Justice recognized that the City had violated article 15 bis of Law No. 25,917, which prohibits the national State from discharging assets in the last two quarters of the year at the end of the mandate.
The City did not oppose to return to the land, but they demanded fresh money so that the national State would supply the debts contracted by the City to finance the construction of the Paseo del Bajo, which was strictly speaking a national work.
The Government also demanded direct transfers from Nation to City of $ 6 billion for the transfer of powers and courts and warned that they would not cede the land of the Devoto prison to the City that was advancing in the construction of a new penal unit in Marcos Paz to replace it and was excited about developing a green space and a real estate development where today the last federal prison in Buenos Aires is operating.
Now technical teams from Interior and City will meet again to reach an agreement. The tension dissipates while the Government demands to the City by the quarantine of the travelers. It remains to be seen if the “new” tune will move to Congress and the electoral campaign, where polarization is the main priority.
