The 2021 world championship had started with the great regulatory novelty of the budget cap, i.e. a maximum spending limit imposed on teams that must not be exceeded. This rule, initially set at 145 million dollars (with the subsequent discovery of the violation of this limit by Red Bull) was then lowered to 140 in 2022. The rule, immediately the subject of controversy and disputes, was also received positively, especially by the less competitive teams.
Among those in favor of maintaining the budget cap in the future is the 1996 world champion Damon Hillwho felt that these rules are already a success for Formula 1, thus analyzing them in the podcast F1 Nation: “It’s hard to remember the beginning of this season – commented – when it came to dealing with a whole new set of regulations, to the point where we didn’t know how it was going to go. In hindsight, I think have been a great success“.
Even Hill, however, believes that the budget cap needs to be improved in some respects, also to make it more feasible to help lower-ranked teams, which thanks to these rules could obtain advantages to reduce the gap from the top teams: “There are still some things to sort out – he continued – to see the long-term effects of the cost cap and a higher pressure from below, come on teams that are at the back of the grid, and that they can do more testing and more development if they have the money.
