In 15 of the 17 entities where the local electoral authority called this January 2022 to establish new local parties, the Labor Movement organization presented the intention to do so. It is, clearly, a movement orchestrated at the national level, but by whom? Those who know say that the resurgent labor movement in Mexico would be supported by the Revolutionary Confederation of Workers and Peasants (CROC) of former PRI deputy Isaías González Cuevas. Apparently, now a full-fledged disbandment of what remains of the PRI is being prepared.
WHAT GOT IN GOT OUT. The formula established in the laws to deliver public financing to political parties mandates, I do not know under what basis and justification, that 30% of the resources be distributed equally among all parties with registration and that the remaining 70% be delivered depending on the vote obtained, in this way the party with the most votes is the one that receives the most public resources to spend and the new parties, almost nothing. And what happens? what happened to Morena, that is, that the big parties have more than enough and the small ones barely have enough. Obviously, these surpluses must be reimbursed to the Treasury of the Federation or the entities as appropriate, and there is an established procedure for this. And what happened in Morena? That with three days remaining in 2021, the state committees transferred more than 1.2 billion pesos of their remaining resources to their National Executive Committee, with which the party opened a real estate trust. If I have nothing left, I do not return anything. Error. The fact, which is giving much to talk about in the media, has already been audited and sanctioned by the INE. Morally it is a defeat for Morena; Legally, the substantive issue will be resolved at the time by the Electoral Tribunal. But beyond the bickering, a fundamental question should be asked: is the legal arrangement designed to distribute public resources to political parties equitable? Does this arrangement allow parties to compete in elections on equal terms? Perhaps that is why the new parties are forced to enter into dark pacts or engage in illegal acts, because otherwise, and as recent history shows us, they would be doomed to die after their first election. What to do when the formula does not work? The answer is primary.
RELAY AND LEGACY. In September of this year, the teacher Karla Gabriela Peraza Zazueta will conclude her responsibility in the presidency of the Electoral Institute of the State of Sinaloa. In six years at the head of this electoral body, he has managed to consolidate the organizational structure of the Institute, which went from 67 seats in 2015 to 99 seats at the end of 2021. He has successfully and without fanfare conducted two elections to the state governorship, in 2016 and 2021; and, adding 2018, three elections for the renewal of city councils and the State Congress. A skilful and discreet negotiator, an effective manager, her good work has timely sought the economic solvency that has allowed IEES to concentrate on the technical aspects of organizing elections, leaving politics to politicians. We hope to see it in 2023, electoral reform involved, in the lists of the Chamber of Deputies to renew the INE councils.
