Helsinki | According to Mayor Vartiainen, we are in a forced marriage with the new salary system – Councillors: unbearable and shameful

The first meeting of the city council started with a question-and-answer session, where the city councilors had the opportunity to ask the city management about the problems of salary payment. Dissatisfaction with the mayor and civil service management became clear from the statements of the councilors.

Mayor Juhana Vartiainen (kok), head of the office Sami SarvilinnaHuman Resources Director Nina Gross and digitization director Mikko Rusama was invited to the city council meeting to answer questions about the implementation of the Sarastia salary payment system.

The city councilors were not thanked for handling what I call a salary chaos situation, but the process was widely criticized regardless of party background.

Opportunity started with speeches by the mayor and officials. First, Mayor Vartiainen was able to assure that correcting the situation is both his personal priority and that of the system provider and civil service management. According to Vartiainen, Kunnia has not resolved the situation, and there were no quick solutions.

“Whether we like it or not, we are in a forced marriage with Sarastia,” Mayor Vartiainen said.

The most recent data on erroneous salaries revealed that there are still errors in thousands of salaries. According to HR director Gros, a large part of the salary was still missing from more than 1,600 employees, and small errors were found in the salaries of more than 2,700 employees.

The city councilors described the situation as unreasonable, intolerable and shameful.

The implementation of the system was called a big failure.

“If the matter is not resolved in a month, someone must get a shoe,” demanded the councilor Mika Ebeling (kd).

Those responsible were widely questioned. To that, head of office Sami Sarvilinna replied that the city of Helsinki is responsible. According to Sarvilinna, it is a failure in the employer’s role.

On the other hand, the city councilor of the Greens Otso Kivekäs pointed out that everyone sitting in the hall is partly to blame for the fact that the old, roughly 40-year-old salary system had been used for such a long time.

City was accused of a lack of transparency, especially regarding decision made at the beginning of July buy consulting services from Deloitte. The procurement of more than 1.8 million was carried out as a direct procurement without competition. Sarvilinna appealed, among other things, to the timing, as no city council meetings were held during the summer when the crisis was ongoing.

“The acquisition was my decision based on urgency. It is a permitted basis according to the Procurement Act, and no one has complained about it. It’s not about circumventing the procurement law,” Sarvilinna answered.

They were also worried about taxpayers’ money. The councilors asked several times whether it is possible to receive compensation from the system supplier Sarastia for financial losses. There was no direct answer to this.

Questionnaire after, the city council meeting continued normally.

At the beginning of the city council, the presidents of the council were voted on. He will continue as chairman Fatim Diarra (green) and was elected vice-president Harry Bogomoloff (cook).
