His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of the Emirate of Dubai, issued Council Resolution No. (20) of 2021 to amend some provisions of Executive Council Resolution No. (6) of 2016 regarding the regulation of passenger transport by cars in the Emirate of Dubai, in The framework of continuous updating of the legislative system and regulatory frameworks for various vital sectors to ensure the comfort of all members of society and consolidate Dubai’s position as the best city for life and work in the world through the application of best practices that ensure the provision of high-quality and efficient services in accordance with the highest international standards.
The provisions of Executive Council Resolution No. (20) of 2021 are applied throughout the Emirate of Dubai, including special development zones and free zones, including the Dubai International Financial Centre.
The new decision included the amendment of a number of articles of Executive Council Resolution No. (6) of 2016, which are represented in Articles (1), (2), (5) and (7). The amendment to Article (1) included an amendment to the definition of some of the terms mentioned. In the previous decision, while the new Article (2) included defining the functions of the Public Transport Agency of the Roads and Transport Authority in Dubai, the most important of which is deciding on applications for permits covered by the provisions of this decision, and issuing approvals for taxis licensed in other emirates to re-transport passengers from Dubai, in accordance with the conditions and procedures determined by the Roads and Transport Authority in this regard, determining the number of cars that any licensed company or institution in the emirate may engage in the activity of transporting passengers by taxis and luxury cars, and concluding concession contracts to provide services for this activity, and evaluating its effects in terms of efficiency. efficiency, safety and quality, in addition to preparing and approving the technical and safety standards necessary for the operation of taxis and luxury cars.
The decision also authorized the Public Transport Corporation to determine the requirements necessary to facilitate the use of taxis by people of determination, to monitor the extent to which companies or institutions authorized to practice the activity comply with the terms of the permits issued by the Corporation, and concession contracts concluded with them, to create a database for the service of transporting passengers by taxis and luxury cars, and to prepare Specialized studies to develop and improve this service in Dubai, and to hold the necessary training courses to qualify taxi and luxury car drivers.
The amendment to Article (5) of Resolution No. (6) of 2016 detailed a number of acts that it is prohibited to commit and that constitute a violation of the provisions of this resolution, including: carrying out the activity in the Emirate of Dubai before obtaining a permit for this from the Public Transport Agency, and driving Taxis or luxury cars before obtaining a permit for this from the Foundation and passing the approved training courses in this regard. The decision also prohibits the transportation of passengers in unlicensed cars to engage in the activity for a fee, and the transportation of passengers from Dubai to other emirates before obtaining the approval of the Foundation, or in violation To the conditions and procedures set by the Roads and Transport Authority in this regard.
The prohibited acts mentioned in the decision also included: providing the service of transporting passengers by cars by means of communication, electronic media, smart applications, or any other means before obtaining a permit for this from the Public Transport Corporation, as well as promoting this service in cars that are not licensed to practice the activity, or advertising Providing this service, whether by calling people or by any other means. The decision also prohibited the transportation of passengers in taxis without operating the meter at the beginning of each trip, or operating the taxi without a meter installed in it, or making any changes in the meter with the aim of adjusting the tariff value, in addition to operating Luxury cars as taxis or vice versa.
The amendment to Article (7) of Resolution No. (6) of 2016 included violations and administrative penalties that are applied in the event of committing any of the prohibited acts. For violations committed by individuals, and 50,000 dirhams for violations committed by companies or institutions.
