His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, issued Council Resolution No. (15) of 2022 regarding information and communication technology policies for government agencies in the Emirate of Dubai, with the aim of achieving alignment between the strategy of government agencies related to information and communication technology, and trends The strategic priorities of the government towards digital transformation, the governance of public spending on the development of information and communication technology of government agencies, and the development of mechanisms and controls necessary for digital transformation initiatives in the Dubai government.
The decision also aims to achieve optimal use of available resources from infrastructure, systems, data and services, and to develop government procedures to ensure their compatibility and integration at the government level, by setting standards related to public structures of information and communication technology, and enhancing economic efficiency at the government level, through information and communication technology. And the availability of services provided by government agencies on the common technical platforms between them.
Preparing policies and their areas
The resolution stipulates that the Dubai Digital Authority, in coordination with the relevant government agencies, prepare the necessary policies in all areas related to the implementation of the government’s strategic plans towards digital transformation, in particular the areas: annual budgets of government agencies for information and communication technology, projects, structural standards and digital structures its own, digital services shared between government agencies, in addition to the areas of supplying information and communications technology services, data centers of government agencies, cloud computing for the Government of Dubai, and information and communications technology services shared between government agencies.
The decision empowered the Director General of the Dubai Digital Authority to approve the policies, as well as the amendments that are made to them after reviewing and updating them, while the decision required the publication of all the policies approved by the Director General and the amendments made to them on the authority’s website.
The authority’s functions and application stages
According to the decision, the Dubai Digital Authority undertakes a set of tasks and powers, including: supervising the implementation of policies at all stages, following up on their implementation, notifying government agencies of the policies approved by the Director General, publishing them on the authority’s website, and providing technical support to government agencies to enable them to implement policies. And submit periodic reports to the Executive Council of the Emirate of Dubai on the extent to which government agencies are committed to applying policies to direct what it deems appropriate in their regard.
A decision by the Director General of the Dubai Digital Authority defines the time stages for applying policies to government agencies, provided that this decision includes specifying the start date of the implementation of each stage, the government agencies that must implement each policy in each stage, and the controls and procedures for implementing each stage.
Obligations of government agencies
The decision obligated government agencies with a number of obligations, including: implementing the policies in accordance with the time stages approved by the Director General of the Dubai Digital Authority, fully adhering to what is stated in them, providing the authority with the data it requests, and periodic reports on the implementation of its policies, in the manner and dates specified by the Dubai Digital Authority.
Any text in any other resolution shall be repealed to the extent that it contradicts the provisions of Executive Council Resolution No. (15) of 2022, which shall be enforced from the date of its issuance and published in the Official Gazette.
