Halo: Combat Evolved Anniversary already had them since June, although they have been updated.

Finally Microsoft has released tool packages for Halo 2 and Halo 3, plus update those for Halo: CE.
These new tools are similar to the Halo: CE kit and it will allow us to alter the AI, textures, colors, in addition to being able to edit levels. 343 Industries has advised that these are the tools that developers have used. The kit has a tool with which we can import content and also create map files.
At 343 Industries they are aware that users may run into some problems, and although they promise that there will be future updates to solve the most common mistakes, they recognize that support will not be at the same level as with Halo: The Master Chief Collection.
