Economy Minister Paulo Guedes explained on Wednesday, 20th, that the transitional program derived from the Bolsa Família, of R$ 400, is intended to protect families from the also transitory phenomenon of increases in electricity and food prices. . For him, the Economy presented its solutions and it is now up to the political wing of the government to reach a consensus with Congress.
Guedes made this and other statements by participating in the 48th edition of the ‘Melhores e Maiores’ event at Exam Magazine.
For him, the government had to make the fit within the existing fiscal framework. “President Jair Bolsonaro asked for an additional layer of protection with no one receiving less than R$400. The way to provide aid is the policy that decides. The Economy has already suggested precatório and IR. It is up to the rapporteur Hugo Motta to enable and meet the request for R$ 400”, said Guedes.
One possibility, according to the minister, is to change the frequency of aid to synchronize the salary index with the ceiling. “The format of the aid is up to the policy, which is deciding how far it goes. Another possibility is to ask for an extraordinary credit of thirty-odd billion reais”, he said.

At the end of this month, emergency aid will cease and we could not leave the most vulnerable families unprotected”, he said.
Guedes also said that he did not think it would be wise, from the point of view of business circles, to fight against the IR. According to him, there was a lot of lobbying in Brasília against the reform of the income tax.
“I didn’t think it was smart because when you make a reform and it’s a moderate reform charging only 15%, you won’t have another reform for at least 10 years”, said the minister, adding that if a moderate reform is not made, the next government will have to be tougher and talk about a progressive table and a tax on large fortunes. “It could speak of something more forceful”, he said.
The fact, according to Guedes, is that, as the Senate was unable to approve the IR reform and as the emergency aid period was almost expiring, it had to create a transitional program.
