The Minister of Infrastructure and Sustainable Mobility, Enrico Giovannini, is convinced that the innovations of the Draghi government in the field of transport also give a chance for the economic rebirth of Italy. However, there are many open ‘tables’, such as the recovery of the sector from the efforts of Covid, the works for the new works and the new commissioners who will have to ‘supervise’ them. Without forgetting the maintenance activities for works built several decades ago and which endanger motorists.
The president of the Transport Authority Nicola Zaccheo has proposed a form of compensation for lost revenues from Covid in favor of all concessionaires in the transport sector. Giovannini replied in the Sole 24 Ore as follows: “We are awaiting a technical proposal from the Transport Regulatory Authority, first of all for the motorway sector. We asked for it, we are aware of the problem and intend to intervene. We have to update fifteen motorway agreements by the end of the year. That could be the place to insert this mechanism as well. And there we will also have to create the framework for a strong acceleration of maintenance, essential to recover what has not been done in past years, especially for infrastructures of the 60s and 70s.. Concessions also have a European legal framework and competition issue. It is no coincidence that in the PNRR we have included not only the law on competition but also some important sectoral reforms, to be done also through dialogue with the European Union“.
