The suspension of the certification process for the Russian gas pipeline is due to legal changes. The Federal Grid Agency (the regulator of the Federal Republic of Germany) has specified that it will continue the certification process for Nord Stream 2 after Gazprom completes the creation of a subsidiary in Germany for the German part of the pipeline. The regulator also stressed that it had notified the European Commission, the German Ministry of Energy and all parties to the certification procedure in advance about the suspension of the process.
Earlier in October, the German Energy Ministry issued its opinion on Nord Stream 2. The agency acknowledged that the operation of the pipeline does not threaten the energy security of Europe. The opinion was sent to the Federal Grid Agency, which was supposed to analyze Nord Stream 2 for compliance with EU legal norms.
On November 15, applications for participation in the certification process of the Russian gas pipeline were approved by Naftogaz of Ukraine and the GTS Operator of Ukraine. At the same time, the regulator noted that the companies will not have the right to veto the approval of Nord Stream 2. The Ukrainian side and the Polish energy company PGNiG, as well as a number of members of the European Parliament, have repeatedly stressed that Nord Stream 2 does not comply with the EU Gas Directive, according to which the supplier must be independent from the operator.
