The only way to combat the problem is the right policies: we tend to blame people and doctors, but this is a problem that concerns policies, so that antibiotics are used in the correct way on humans and animals and not to make animals grow animals. There are bad policies at the moment and we should not blame individuals, even if everyone has their own responsibility. But too often governments shift responsibility from policies and regulators to the community.
