The Single Federation of Oil Workers (FUP) listed 12 measures that it considers necessary for Petrobras to exercise its role as a driver of the Brazilian economy, as the government wants. The entity canceled the demonstration it would hold this Wednesday, 29th, in front of the Petrobras headquarters in Rio de Janeiro, after the president of the state-owned company, Magda Chambriard, scheduled a meeting for June 11th.
In addition to the category’s demands, which mainly revolve around benefit cuts promoted by the Temer and Bolsonaro governments, the entity assesses that the state-owned company can contribute beyond the payment of taxes and dividends to the Union. The suggestions will be taken to the executive.
According to FUP, Petrobras should make longer-term plans. In the past, the company even launched its five-year Strategic Plan and its long-term one (2030) at the same time. The first was in 2007, under the leadership of then president José Sergio Gabrielli, which was updated in 2014 by Graça Foster, the first woman to preside over the company.
Another point that will be taken to Magda refers to the rescue of the integrated company, operating throughout the national territory and return on investments in technology, research and innovation. In addition, the expansion of the installed capacity of the national refining park will be requested, aiming to reduce dependence on imports of derivatives and exposure to international volatility in their prices.
For FUP, cooking gas, gasoline and diesel oil must be treated differently, due to the importance of these items in the cost of living. “Petrobras can also work with the federal government to implement a regulatory stock for derivatives, and to create a tax on crude oil exports, in order to capitalize on a fund that moderates the prices of derivatives”, he suggests.
It will also be requested to resume a policy of recovering the company’s reserves in the long term, operating in new frontiers, such as the Equatorial Margin, and in potential onshore explorations in the Brazilian northeast and in the offshore basins of Pelotas and East Margin.
“It is also necessary to resume an active and specific exploratory policy, with expansion into new areas and respect for legislation and environmental parameters”, states the document.
The FUP also calls for the resumption of an active industrial policy of local content, capable of boosting strategic segments of the oil and gas chain, such as the shipping industry and the logistics sector; the expansion of the natural gas flow infrastructure in the country, an important input for the decarbonization of the Brazilian industrial park; and the definition of an ambitious and transparent strategy for Petrobras’ role in the decarbonization of the national energy matrix.
“To this end, we propose the revitalization of the biofuels program, with the preservation of PBio – Petrobras Biocombustíveis – and the resumption of its production plants”, he proposes.
The entity also wants Magda to review the parameters for distributing remuneration to its shareholders, one of the most sensitive topics in the relationship between the state-owned company and the financial market, and to make changes to the company’s Bylaws and Internal Regulations, adapting them to new needs, more decentralized, respecting the company’s social role, vocations and regional particularities, “enabling greater investment recovery”, assesses the entity.
