The Agri-Food and Fisheries Information Service (SIAP) of the Ministry of Agriculture and Rural Development of the federal government of Mexico publish a report decennial on the state of storage in the dams. “Information on the current status of the volume and percentage of prey storage of agricultural use; indicating and zoning the percentage variations with respect to the previous ten for a particular month, allowing an analysis of the future national panorama of the agriculture irrigation” (SIAP). This not only affects the production of agricultural activity in Sinaloa, but the drought is also having consequences with the supply for human consumption. It is duty of the women and men that we inhabit Sinaloa take care of the water. It cannot be that water continues to be thrown on the sidewalks to remove dirt and garbage. Nor is water wasted when washing hands, teeth, clothes, dishes and floors. There must be awareness among all Sinaloans. And, of course, the authority will review industries and service providers that do not waste water.
Of double candidatures
The registration of candidates for two representative positions in the City Council elections was revoked by the Electoral Tribunal of the State of Sinaloa (TEESIN). During the last decades of the Mexican authoritarian regime, this electoral strategy assured opposition parties to the PRI that the candidate for municipal president could join the council via proportional representation, and thus be able to participate in the administration of public affairs in that municipality. With the consolidation of democracy in Mexico, the parties have elected representatives in city councils, local and federal legislative bodies, as well as alternation in gubernatorial elections. Since 2000, alternation has also occurred in the presidency of the republic. In the Mexican democratic regime, parties and groups can have candidates in local and federal elections, and in each election, whoever has the majority of the votes wins. Furthermore, if the percentage of votes established by law is obtained, the parties have the right to have, via proportional representation, in local elections councilors and deputies to the State Congress, and, in federal elections through the same means deputies and senators of the Congress of the Union.
That is to say, in Mexican democracy the political offers that achieve the minimum percentage established by law will have those who represent them in order to be able to carry out accountability exercises in the full exercise of government. EL DEBATE reported on Friday the resolution of the Electoral Institute of the State of Sinaloa (IEES): “To comply with the TEESIN ruling on the simultaneous registration of candidacies for the 2023-2024 local electoral process, the General Council of the IEES gave 72 hours to replace 73 candidacies of political parties, in which the same people appear in the municipal presidencies registered simultaneously in the relative majority list and in multi-member councils, in which the registration of a position is ordered to prevail” (EL DEBATE, 19/ Apr/2024).

Before the end of next Monday, the parties must have made the changes mandated by TEESIN, in the candidacies where there is duplication of candidacies. Otherwise, the IEES will decide under the following criteria: “It should be noted that in this substitution, the principle of gender parity must be taken into account, as well as affirmative actions regarding indigenous applications and youth formulas. Likewise, in the event that, once the deadline has expired, a duplication persists, the registration of the person nominated in the proportional representation list will be cancelled, and, where appropriate, the subsequent formulas will be corrected, guaranteeing gender alternation. ” (IEES, press release, April 19, 2024).
