The Federal Police opened the second stage of Operation Contagion this Tuesday, 23, to further investigate the diversion of public resources in the area of Health, in the municipalities of Hortolândia, Embu das Artes and Itapecerica da Serra, in the interior of São Paulo. During the offensive, four people were preemptively arrested, including two doctors who would be some of the main leaders of the Social Organization under suspicion.
According to the investigators, the new phase of Contagion is focused on laundering money diverted from health and repairing damage to public coffers. So far, it has been identified that around R$ 18 million were withdrawn in cash by a municipal civil guard, says the PF.
Agents also served 20 search and seizure warrants, and more than R$ 200 thousand in cash were seized at the homes of the investigated.
The orders were issued by the Federal Court of São Paulo and by the Federal Regional Court of the 3rd Region (TRF3). The blocking and seizure of more than R$ 40 million of those investigated were also decreed, including bank accounts, real estate, vehicles and a luxury boat. In addition, the suspension of the economic activity of companies was determined, considering signs that they were used exclusively for the commission of crimes.
According to the PF, the investigation identified social health organizations (OS) that manage some institutions in the interior of São Paulo, but would not have the technical capacity to manage complex contracts. In less than three years, the suspected OS would have received more than R$300 million in public funds.
The findings of the corporation and the Federal Comptroller General indicate that the scheme investigated consisted of over-invoicing the supply of goods and services, such as medical shifts and medicines, in addition to performing simulated services, such as advisory services.
During the 1st ostensible phase of the investigations, one of the investigated tried to get rid of the computer and cell phone by throwing them on the roof. Other targets of the offensive erased cell phone messages before the police arrived, in an attempt to make access difficult for experts.
Two days after the first stage of Contagion, the Federal Police seized nearly R$500,000 in a secret OS room in Cotia. People who were caught carrying those valuables are also targets of today’s operation, says the corporation.
