UGT highlights that the labor reform has allowed expanding permanent jobs by 163,211
One of the main effects of the labor reform that entered into force at the beginning of the year is the increase in permanent contracts of all kinds, both the conversion of temporary contracts into permanent ones, as well as the newly created permanent ones and within them both those of working day part-time, such as discontinuous fixed and full-time.
A UGT report on this matter, presented yesterday by its general secretary, Antonio Jiménez, figures that 163,211 workers in the Region of Murcia have managed to sign an indefinite contract in the first half of the year, which represents an increase of 266, 5% compared to the same period last year.
Although various restrictions to contain the pandemic were still in force between January and June 2021, which also hampered economic activity, especially in the hospitality sector, the increase in permanent contracts has been considerable since the labor reform approved by the central government, the CEOE and the unions UGT and CC OO.
The most valuable data, due to the greater stability and remuneration that they entail, is that of the full-time contracts signed between January and June. In total there were 49,794 Murcians who managed to win one of these contracts, practically triple the 16,552 that were signed in the first half of last year.
Permanent part-time contracts amounted to 30,348, with an increase of 226%. But it was the discontinuous landlines that registered the best performance, with a total of 83,069 new contracts signed and an increase of 344.9%.
The general secretary of UGT explains this data by the fact that “discontinuous fixed contracts are absorbing most of the temporary contracts that have disappeared or are limited by the labor reform.” For Jiménez, the relevance that the discontinuous permanent contract is acquiring “is positive because it puts an end to the fraud of many temporary contracts and because this contract represents an undoubted improvement in the labor conditions and rights of workers.” Although, he considers it necessary to improve the regulation of discontinuous permanent workers through collective bargaining, setting, for example, a maximum period of inactivity, some objective criteria in the order of calling workers or a sectoral employment exchange.
Controversy about the temporality or not of the discontinuous fixed
The unions do not have the slightest doubt nor do they admit another point of view: discontinuous fixed contracts are indefinite and, therefore, contribute to reducing temporary employment. The leader of the UGT, Antonio Jiménez, maintains that this type of contract “guarantees a stable relationship with the company, even if work activity is intermittent.” Thanks to the pull of the discontinuous fixed, UGT points out that the temporary rate in hiring has dropped from 91% to 63%. However, there are experts and public officials who question that a contract that allows you to work only two or three months a year, or even less, such as the discontinuous permanent contract, can be considered indefinite and not temporary and precarious.
