The official explained that the case was not prosecuted because the injuries of the couple who initially accused him, identified as DBM, “were for reasons other than attacks by the man.”
According to the National Registry of Detentions, the notary was arrested at 5:14 a.m. on October 1 and handed over to the Public Ministry, but when the constitutional period of 48 hours to be brought to justice expired yesterday, he was not presented before a judge. and he was released.
The public record of his arrest states that at the time of his arrest he was wearing a gray shirt, jeans, and black and white tennis shoes.
Since January 25, 2016, Pedro CV, current head of Public Notary Office number 28 of the city of Chihuahua, has a notary license, accused of violence against his partner and later released.
Initially, the then governor César Duarte issued him his license as notary number three of the Camargo Judicial District, based in the municipality of Saucillo, but in 2020 he obtained the patent for Notary Office 28 of the Morelos Judicial District, issued by the one who was the holder of the Executive, Javier Corral.
On Saturday, February 27, 2016, the Public Registry of Property and Notaries published the notice in favor of Pedro CV in the edition of the Official State Newspaper, in which the then president Duarte Jáquez announced that he had granted his first patent.
“In view of the fact that Mr. Pedro CV passed the exam held on January 22, 2016 and has met the legal requirements, I am issuing him the notary public patent number three (…),” states the text given in the Palacio de Government since a month before its publication.
In addition to the signature of Duarte Jáquez, there appears that of the then Secretary General of the Government, Mario Trevizo and the director of the Public Registry, José Manuel Aburto Ramos, in addition to the books, folios and volumes in which the patent was documented.
In May 2019, upon the death of the then 28th notary, Felipe Colomo Castro, his place became vacant, assigning said position to Pedro CV in the following months, based on a change of residence of several notaries issued since January 2019. 2020.
On March 11, 2020, the then governor Corral Jurado published in the Official Gazette the patent issued to Pedro CV now as notary public number 28 of the Morelos Judicial District, with residence in the city of Chihuahua, almost two months after having authorized the change from Saucillo to the capital.
The new patent was signed by the president, as well as by the then Secretary General of the Government, Luis Fernando Mesta and by the director of the Public Registry in said administration, Daniel Ignacio Olivas.
This change, along with others, generated some reactions in the notary union – although there were no official positions regarding a possible favoring of the state government of Corral Jurado to some of its members.
Unofficial versions of the State College of Notaries indicated, in the last year of the previous state administration, that Pedro CV maintained a close relationship with Olivas Gutiérrez and that he would take his place as director of the Public Registry, so that the then official could compete for a notary office of those that were vacant. Pedro CV never held the position in the state registry office, he maintained the position of notary number 28, but Olivas did leave it and in June 2021, the governor who was in the process of finishing his administration granted him the patent of applicant to practice as a notary.
