Today is the 106th anniversary of the promulgation of the Political Constitution of Mexico of 1917, support of the Mexican State. The principles and values it subscribes to are the general framework of the country’s public life. In addition, the Magna Carta consecrates the freedom of each and every Mexican to live their private and intimate lives within the margins established by law and respect for their human rights and those of all others.
In 106 years Mexico has changed a lot. There has even been alternation in political regimes, beyond what the Constitution says. For decades Mexican society lived under an authoritarian regime where decisions were made by the President of the Republic. It was the guiding axis of the country’s social, political and economic action. He could even nominate the PRI’s candidate. And, since there were no democratic elections, that candidate became the next president. His power was such that it was the presidents themselves who were promulgating constitutional and legal reforms for the construction of a democratic regime. The legislators of the Congress of the Union, deputies and senators, were mere officers of parts of the decisions that the President had already made. Finally, with the creation of the Federal Electoral Institute, today the National Electoral Institute (INE) democracy was built in the country. No one can question the citizen struggles. But, yes, there was a political transition from an authoritarian regime to a democratic one without a coup d’état or general ungovernability.

Today, democracy is a reality in Mexico. The freedoms and human rights enshrined in the Constitution must be observed by authorities at all levels and by all the inhabitants of the national territory, regardless of their age, sex or beliefs. As in any democracy, one must never stop insisting and emphasizing: the freedom of each one ends where the freedom of the other begins. And this also applies to any ruler or member of the legislative or judicial power. In addition, every six years the majority of the votes decide who will be president of the republic and will carry out a government administration in Mexico, applying public policies that seek to build equity and equality in the country. Public policies that must ensure Mexican society, as a whole, education and health for girls, boys, adolescents, youth and adults.
After six years, citizens have before them the possibility of freely exercising their vote to decide who will be the next president of the republic. There is the possibility of alternation or the continuity of a match. That decision is up to the majority of the citizens. In the same way, it happens in each federal entity for the free and effective election of governors every six years and mayors and deputies to the local congress every three. Also, every three years the 500 federal deputies of the Congress of the Union are democratically elected. In these three-year and six-year endorsements, for the free and secret vote is the foundation of our democracy.
In the electoral political arena, the debts that mark Mexican society are pointed out: inequality among Mexicans. There, every six and three years, the claim is made to the authorities and politicians who hold positions of political representation. In the ability to listen to them and attend to them is the possibility that a party continues in the exercise of power or that there is alternation.

Today marks 11 months since they killed Luis Enrique Ramírez, a columnist for EL DEBATE. There is a hypothesis that must be analyzed and, at least, revealed: The way in which his body was found is in itself a manifestation that those who murdered him were sending a message to society as a whole and to journalists and columnists in particular. . Luis Enrique is not one of the tens of thousands of disappeared in Mexico. No. His killers ensured that his body was found brutalized and could be reported to the police. The public security and law enforcement forces must, at least, analyze this hypothesis. In all homicides in Sinaloa, the authorities must arrest the murderers and bring the full weight of the law down on them. In the case of the murder of a journalist, in addition to the violation of the right to life, the freedom of society as a whole is threatened. It is to be hoped that the authorities will soon announce the capture and trial of the murderers of fellow columnist for EL DEBATE, Luis Enrique Ramírez.
