Good solutions start from a good diagnosis. Electricity in Spain is not expensive because it is cold, because gas prices and emission rights have risen. It is not either because there may have been manipulation of the electricity market prices (a matter pending investigation by the CNMC). The cold, the rising cost of gas and CO₂ and strategic behavior exacerbate the problem. But the problem would persist without them.
