There has been a debate on social media for some time about a national issue that has the highest priority for the state, which is Emiratization.
I will not enter this arena of controversy, but I will enter this field based on my experience during my work with “Tanmia”, which is the “National Authority for Employment and Training of Human Resources”, which has evolved today into the Ministry of “Resettlement”, as it is the entity concerned with providing and facilitating jobs for graduates. We have before us a reality and facts that are difficult to overlook. Otherwise, the treatment would be almost impossible to achieve clear goals of settlement.
The demographic reality does not fall under the category of liquid settlement, as it needs laws, otherwise the logic of supply more than demand will apply to the citizen. I will give, for example, countries in the European Union, whose laws do not allow an increase in the proportion of immigrants to them by more than 7%. How is the situation in light of a high percentage of non-citizens in the labor market?
It is true that jobs are subject to the logic of supply and demand, but within specific mechanisms and controls. This is not specific to the Emirates, but even to America, which exports its citizens to various countries of the world with the most expensive wages in the form of experts and consultants.
We say clearly: Can the Emirati citizen obtain an immediate work permit in America or other countries of the world? Every country in the wider world is primarily concerned with its own citizens, which is natural and constitutional. But there is also a normal situation for its indigenous people in the majority, and this part does not apply to the Emirates, so Emiratisation should be more important and their jobs are an exception among all vacancies in the private and public sectors. Some focus on the private sector to play this role in favor of the decisions issued by the government in this regard, which are not new, but extended for more than twenty years. However, their effects were not effective in reducing the proportion of job seekers in the country, and this contributed to the doubling of the numbers during The past period and the situation is still going on.
There are those who claim that the government sector has become saturated with citizens, how and the number of departments, bodies and institutions is constantly increasing? Ignoring reality among some analysts, and not paying attention to the facts on the ground is part of providing illogical explanations for some aspects of the settlement issue.
We still affirm that the issue is related to adding a quality and not just a number or a percentage. Achieving a population balance in the composition is not easy if we apply to citizens the best scientific theories in housing science, because the birth rate is measured in the thousand, and the percentage of residents’ increase in percentage, so reserving vacancies for citizens is the best solution, otherwise in the market supply and demand the balance of appointment is not in their favor in the two sectors. The same applies to studying the labor market and qualifying national graduates to join the available vacancies in new specializations. This requires attention to skills as well as training and focus on the reality of the labor market and its current and future needs.
