The government passes a decree against the increase in bills, in favor of families and businesses struggling with increases in electricity and gas, with the allocation of resources to calm energy prices. The Minister of Economy, Daniele Franco, lists the interventions in detail: € 2.6-2.7 billion is expected for families, € 2.8-2.9 billion for businesses and for corporate services local, such as healthcare and lighting, another 700 million. Adding up the numbers listed by the minister, a total of 6.1-6.3 billion euros results.
In particular, for families, the intervention on system charges for 1.8 billion, on VAT which is worth approximately 400 million and on the social bonus for a total of 2.6-2.7 billion euros is envisaged. For companies, interventions are planned for system charges, for energy-intensive companies and gas-consuming companies for 2.8-2.9 billion euros. Finally ” to guarantee the services of local authorities, such as health and lighting, another 700 million are planned.
On the energy front, the measures approved today by the CDM “amount to almost 8 billion, of which about 5.5 will be destined to meet the expensive energy and the remaining part instead to support the production chains that are suffering most in this phase, explains Palazzo Chigi in the press release relating to the meeting of the Cdm.
As for energy, the intervention is divided into two parts: – emergency, measures to reduce the costs of energy bills in a short time; – perspective, measures that will allow in the future to avoid other crises such as the one underway, for example with the increase in national energy production “, the government always emphasizes.
Emergency – The government has already intervened to reduce the pressure for the “expensive bills” with 1.2 billion (third quarter 2021), 3.5 billion (fourth quarter 2021) and 5.5 billion (first quarter 2022). With this new decree, the measures already in place are extended, such as the elimination of the rates relating to general system charges applied to domestic users and non-domestic users in low voltage, for other uses, with available power up to 16.5 kW. , as well as to users with available power equal to or greater than 16.5 kW, also connected in medium and high / very high voltage or for use of public lighting or recharging electric vehicles in places accessible to the public, the reduction of VAT at 5 % and general charges for the gas sector, the strengthening of the social bonus for families with ISEE of around 8,000 euros or 20,000 in the case of large families and the tax credit for energy-intensive companies. A new extraordinary contribution is also introduced, in the form of a tax credit, in favor of gas-intensive companies, according to Palazzo Chigi.
Prospect – The decree includes a powerful acceleration program on the renewable sources front, in particular for photovoltaics, with a simplification intervention for the installation on the roofs of public and private buildings and in agricultural and industrial areas, underlines the government.
Furthermore, an increase in national gas production is envisaged in order to reduce the import / production ratio to be used at a fair cost for companies and SMEs. The measure also includes a package of rules for increasing and optimizing gas storage. It is expected to increase the production of synthetic fuel and support its use in strategic sectors, such as transport and aircraft.
With regard to support for production chains, the decree intervenes in two sectors in particular that are affected by major transformations underway: automotive and microprocessors, continues Palazzo Chigi.
Automotive – The provision allocates multi-year resources, up to 2030, with the aim of promoting the green transition, research, reconversion and requalification of the automotive sector. In addition, there are incentives for the purchase of non-polluting vehicles
Microprocessors – Multi-year funds are foreseen, up to 2030, for the national production of microchips. Furthermore, the scope of redevelopment and structural adjustment of the skills of workers that can be financed with the new skills fund is expanded and the fund for price adjustment is increased, inserting specific rules on the revision of prices of materials in public contracts. outstanding. Finally, the decree provides for allocations to the Regions, in particular to cope with the higher costs related to the pandemic crisis, and to the Municipalities that are facing the increase in lighting costs, the government concludes.
