The Italian Federation of healthcare and hospital companies (Fiaso) today presented to the Ministry of Health the volume, ‘The elderly person as the protagonist of his time and his health’, published by Edra, in which different models of care are collected and described of the frail elderly tested and, therefore, replicable in the companies of the National Health Service for the implementation of enabling law 33 of 2023 in favor of elderly people. The morning of work was opened by the greeting of the Minister of Health, Orazio Schillaci, and by the interventions of the president of the Commission for the implementation of the reform of health and socio-health care for the elderly population, Monsignor Vincenzo Paglia and of the deputy minister of Labor and Social policies, Maria Teresa Bellucci.
In fact, during 2024, a long and detailed discussion took place within the over 50 Fiaso associated companies, which joined the ‘Assistance for the elderly’ working group, promoted by the Federation in the wake of Delegated Law 33 of 2023, on the subject of policies in favor of elderly people, on which the government issued the implementing legislative decree in March (Legislative Decree 29/2024 ‘Active policies in favor of elderly people’). “A community of practice was therefore born which made it possible to collect a series of high quality contributions as a living testimony to the important heritage of professionalism of the National Health Service and its ability to innovate, look forward and take care. The contributions – he underlines the Fiaso – were the basis on which the Federation, with the support of a scientific committee made up of experts of proven competence, built two management models, one on widespread virtual hospital care and the other on the integrated care chain”. Two meta-project guidelines along which indications and innovations have been developed thanks to the company experiences collected. A useful reference handbook for companies, which will be able to implement or renew their care services and new care activities for elderly patients on the model of what has already been achieved elsewhere.

“The healthcare companies – explains the president of the Federation, Giovanni Migliore – are the most important innovation laboratory of the National Health Service also with regard to new models for taking care of elderly people, and they testify to the cultural liveliness and passion of our professionals who every day , amidst a thousand difficulties, are committed to protecting the health of citizens. The management experiments collected in the Fiaso volume, which we present today, demonstrate that the renewal called for by all in healthcare can only be achieved thanks to management’s commitment to organizational processes, and that the availability of infrastructures or particularly advanced technological solutions represent only a prerequisite, certainly useful, but not essential for a real transformation. Like Fiaso, we have accepted the challenge of the Reform for the care of elderly people, taking the opportunity to pragmatically design this new way of taking care of patients, starting with the most fragile and complex ones. We are convinced that it is essential to extend this working method, to also reach all other citizens, families and young people, accelerating on the prevention side, the only opportunity to guarantee sustainability”.
“Today – highlights the president – thanks to large communication infrastructures it is really possible to renew primary care at all ages of life, but it must also be reiterated that the reforms required by Ministerial Decree 77 and local healthcare will always remain abstract concepts without the declination territorial that only healthcare companies can ensure. It depends on us. Will we be able to abandon the corporate inertia that has characterized the last seasons of the NHS, will we be able to achieve the goal, on the contrary, we will watch the more or less decline. slow of one of the pillars of our democracy”, concludes Migliore.

“The historic collaboration of the Commission for the implementation of the socio-health reform for the elderly population with the Fiaso Federation has accompanied the reform process over the years and continues today with the launch of the experiments”, underlines Monsignor Vincenzo Paglia, President of the Commission for the implementation of the reform of health and social care for the elderly population. “It seems to me – adds Paglia – that the strategic turning point brought about by this alliance is a bottom-up movement that breaks the logic of silos and particularisms and launches a lot of dialogue and collaborations.
