Sociologists and psychologists confirmed that the prevalence of bullying of people of determination, and its perpetrators’ disdain for the fragile penalties that were included in the law, necessitated a serious move by the Egyptian House of Representatives to intensify the punishment.

The draft law to toughen the punishment for bullying came in one article, adding a new article No. (50) bis to the Law on the Rights of Persons with Disabilities promulgated by Law No. 10 of 2018.
The article tightened the penalty to become imprisonment for a period of no less than two years and a fine of no less than one hundred thousand pounds and not more than 200 thousand pounds, or one of these two penalties, if one of the two circumstances is present, the first being the occurrence of the crime by two or more people.
The article specifies the second circumstance of the crime: “If the offender is one of the victim’s ancestors, or one of those responsible for his upbringing or observation, or those who have authority over him, or if he was handed over to him by virtue of the law or by virtue of a court ruling, or if he was a servant of the offender, and the minimum penalty for the previous sentence shall be doubled when the two circumstances meet.” In the event of a return, the penalty shall be doubled in its minimum and maximum limits.
The penalty for bullying people of determination was limited to a minimum of one year’s imprisonment, a minimum fine of fifty thousand pounds, and a maximum of one hundred thousand pounds, or one of these two penalties.
On the patterns of bullying, a parliamentary report clarified that it takes several forms, including physical, verbal or suggestive, and the impact of bullying is more severe if it occurs on people with special needs, who are considered helpless, and bullying usually occurs on them for the sake of entertainment and mocking their feelings.
Motives for bullying
Behavior modification and family relations consultant, Heba Ali, confirms that bullying is one of the “worst phenomena that have spread in our society and are incompatible with the moral system, as well as with the values of the heavenly religions.”
The family relations expert explained in an interview with “Sky News Arabia”: “Bullying causes great harm to the psyche of the child who is exposed to it, and is mostly due to the neglect of the bully’s family in raising him properly and its failure to teach him moral and educational values.”
She points out that “there is an absence of the school’s role in guiding students to good morals and correct behavior, and how to properly deal with their colleagues, especially people of determination or who are different from normal children, due to genetic or pathological conditions.”
Ali puts her hand on another motive for bullying, saying that it may occur as a result of “psychological crises” among some, which push them to take revenge on others or ridicule them.
Negative effects
One of the most prominent negative psychological effects of the phenomenon of bullying, especially against children and people of determination, according to the social expert, is the resort of the person who is being bullied to isolation, fear of dealing with others and lack of confidence in himself, which makes him resort to violence as well later to vent what is inside him and repel the bullying that he is exposed to. for him.
Ali concludes her speech to “Sky News Arabia”, by warning of the danger of the effects of bullying, especially on people of determination, saying: “It will create generations that lack a sense of safety and appreciation in their society, and turn their feelings into revenge on everyone around them, and instead of overcoming disability.” A strength in their character turns into a serious weakness.”
