Sinaloa.- For having a Outstanding national and international track record in the area of his specialty − multicriteria decision analysis and optimization of project portfolios−, train new generations of students and researchers, and contribute to the creation and development of academic institutions or research centers in Mexico, the Dr. Eduardo Rene Fernandez Gonzalez He is the first person from Sinaloa to obtain the Distinction of National Researcher Emeritus in the National System of Researchers of Conacyt.
Last Friday, March 18, the National Council for Science and Technology published the results of the 2021 Call for the Distinction of National Researcher Emeritus in the SNI, which in this edition awards the highest award to 183 researchers, who join the total membership of 462 members of this category in the country.
The Doctor of Technical Sciences from the Poznan University of Technology (1987), Poland, was born in Cuba in 1952, graduated with a degree in Physics from the University of Havana in 1974 and obtained the degree of Specialist in Microelectronics in 1980; He worked on the island at the Nuclear Research Institute of the Academy of Sciences and at the Microelectronics Research Center.

In an interview, the Dr Fernandez shared that in 1996 he came to Mexico hired by the Autonomous University of Sinaloa as Coordinator of his Postgraduate in Computer Science and since then he belongs to Casa Rosalina, where he retired in 2019; In 2003 he entered the National System of Researchers and in 2010 he obtained the Level 3 distinction, which he ratified in 2015 and 2020.
“I’m from Sinaloa by adoption, I live here and have lived here since I’ve been in Mexico, and I am retired from the UASwhere I was working for more than 20 years, so at least 95 percent I am from Sinaloa”, he stated proudly.
Who has Mexican nationality since 2002, evokes that in his native Cuba he was channeled in the multicriteria analysis of the decision because as he worked in physics and began to do research applying computation to the design of electronic circuits, he found that in reality the design is a multi-objective optimization problem, that is, multi-criteria.
So it was that he was given the opportunity to do a Doctorate in Technical Sciences in Poland, under the direction of the eminent scientist Roman Slowinski, a specialist in multi-criteria decision analysis and who attracted him to this specialty.
Once with the doctorate in his scientific portfolio, Fernandez Gonzalez He was a forerunner in Cuba in the application of multi-criteria decision analysis and the optimization of project portfolios, tools that he used to solve problems of that nation.
Among the applications, a design program for anti-landing minefields, in conjunction with the Navy, stood out; a work of optimization of the integral quality of the emblematic Cuban cigars; and an investigation for the then Ministry of the Sugar Industry to decide which were the best routes for its system of freight transport vehicles.
He also worked to support a center dedicated to the development of cancer drugs so that, in the absence of money to finance its projects, it could use its patents as a source of income, making the best decision in negotiations with transnational companies. .
And the time has come for Dr. Fernández not only to help others in making decisions, but to assume his own and decide to live in Mexico and Sinaloa continuing his scientific work:
“The UAS at the time when, by the way, the current governor Rubén Rocha Moya was rector, he decided to create a postgraduate course in collaboration with the center where I worked in Cuba, the Polytechnic University, and then the UAS hired me to come to create the postgraduate course and he gave me a permanent job afterwards”.
To date, he teaches the Doctorate in Administration and Senior Management at the Autonomous University of Coahuila.
Prophet in his land, he lamented that today in Mexico, unlike Cuba has not managed to apply the tools of his specialtyeven though he has done two research papers: one with portfolios of projects that he himself Conacyt it could have taken advantage of in the distribution of the resources it grants; and another whose main author is Dr. Jorge Navarro from the Science Center, consisting of the evaluation of the competitiveness of the municipalities of Sinaloa.
“We have had problems with that, we did not achieve that the governmental sector and the productive sector are related; It is one of the things that CONFÍE has to work very hard on, that is, the problem is that the businessmen, the politicians, realize that they can apply science and that the scientific staff is prepared to solve their problems, and that this Union between production, government and academia is what can generate development, what can generate successful applications of science”, he pointed out.
Dr. Fernández highlighted that CONFÍE, directed by the Dr. Carlos Karam Quinones, has a great opportunity in promoting scientific research and innovation, “because Governor Dr. Rubén Rocha Moya comes from the academy, is aware of the academy and does know the importance of science; I believe that it is a golden opportunity for science in Sinaloa to take advanced steps and put us not at the top, but at least in the first half of the states in scientific development”.
Regarding the Distinction of National Emeritus Researcher, he considered that in Sinaloa there is potential for four or five researchers to obtain it, among them, Dr. Cuauhtémoc Reyes and Dr. Juan Antonio Nieto from the UAS.
