The Kruunusillat project connecting Laajasalo to the center of Helsinki is still a third more expensive than calculated four years ago. The surprise is not great.
Sparse are public – or private – large infrastructure projects that, when completed, are priced at initial estimates. Even fewer are those who graduate on schedule.
The Tampere Beach Tunnel was completed in November 2016, six months ahead of schedule, and paid the city roughly what was estimated in advance. In 2013, Tampere estimated that the net cost to the city after the profits generated by land reclamation would be EUR 68 million. Net costs eventually ended up at 78 million. The price is really low when compared to the increase in traffic flow and the opportunity provided by the tunnel to develop the city center.
