The Ministry of Ecological Transition has opened the public consultation on the ministerial order that regulates the cogeneration auction. The department of Sara Aagesen will celebrate three auctions of 400 MW each, between 2025 and 2027, to reach 1,200 MW promised to the sector.
The auction process will be carried out by means of a closed auction method with marginal system, and the award will entail the right to registration of the facilities associated with the offers awarded in the specific remuneration regime record in a state of pre -assignment.
The administrative entity of the auction will be OMIE and the CNMC will be responsible for confirming that the process has been objective, transparent, and non -discriminatory.
Agents interested in participating in the auction must submit guarantees for a amount of 20 euros/kW for the power for which it is intended to be offered and the assumptions for cancellation and execution.
The expected economic impact will be positive in general, leading to a renovation of the Park of Cogeneration Plant associated with numerous productive industries, with the consequent economic activation of the manufacturing and assembly industry of mechanical and electrical equipment, and its associated employment .
The cost overruns derived from the perception of the remuneration to the investment and the remuneration to the operation of the facilities that will be executed associated with the power convened under this order (1,200 MW) is estimated between 295 and 530 million euros per year.
Ecological transition establishes a minimum power of 100 MW that must have the facilities that are built under the order and that investments must be undertaken after the celebration of the auction.
The order defines the concept of new installation and existing installation modification and specifies what are considered main equipment, which is considered as eligible investment and as investment in main equipment and establishes the total eligible investment minimum and the investment in minimum main equipment to access to the specific remuneration regime.
The Executive also establishes the requirements for the promotion of self -consumption of the perceptual cogenerations of the remuneration regime. These facilities must maintain, in annual computation, an self -consumption ratio of at least 30%, having the necessary measurement equipment to verify compliance. It also establishes how to calculate the self -consumption ratio in those cases where there is more than one cogeneration installation associated with the same consumer and the holder of them is the same natural or legal person.
In case of breaching this ratio, the facilities will see their remuneration to the minority operation, so that they will only receive remuneration to the operation by the corrected electrical energy to guarantee the fulfillment of the minimum level of self -consumption, to which a penalty of 5 will be applied additionally %.
The standard also includes the obligation of biomass facilities to prove compliance with the criteria for sustainability and reduction of greenhouse gas emissions of their fuels.
