"After a slow start, the European vaccination campaign has achieved very satisfactory results" and "in Italy the campaign is proceeding faster than the EU average: to date 86% over 12 at least one dose and 81% are fully vaccinated ". Thus the President of the Council Mario Draghi in his communications to Parliament in view of the European Council of 20-21 October.
"I want to thank all citizens - continued the premier - who have chosen to get vaccinated, especially the young and very young, and those who have decided to do so in recent weeks after overcoming their hesitations.
The epidemiological curve is under control thanks to the citizens' sense of responsibility. This allows us to keep schools, businesses and places where we socialize open. I want to remind you that before the last European Council, at the end of June, less than a third of the audience had completed the vaccination cycle. In the last four months, Italy has therefore vaccinated half of the population over 12 years old. An extraordinary effort, for which we must be grateful to our health system, starting with doctors and nurses, and to the immense logistical work carried out since the beginning of this government. "An applause from the Chamber underlined the passage on doctors and nurses. .
"The European Council - said Draghi - will reaffirm its commitment to contribute to international solidarity in the field of vaccines. We must increase the supply of doses to the most fragile countries, so that they can protect their citizens and to prevent the onset and spread. of new and dangerous variants. Only 2.8% of those living in a low-income country have received at least one dose of the vaccine, compared to almost 50% of the world population ".
"At the Council, we will also discuss the European approach to tackle and overcome any future pandemics", "we must invest in science and research, which have enabled us to have effective and safe vaccines in a few months". Draghi stressed that "we must avoid the repetition of the dangerous episodes of health protectionism that we witnessed in the first months of the pandemic. We will continue to work to improve the global response to future health crises also in all appropriate multilateral fora. We must improve cooperation between EU Member States in the digital world. We want to find shared solutions on four fronts: cyber security, competition, digital services and artificial intelligence. On the cybersecurity front, our goal is to ensure a clear regulatory framework and identify answers rapid and coordinated. Regarding the digital agenda, the Council intends to define the roadmap for the 2030 objectives, including by setting deadlines and a monitoring system. The European objectives for 2030 cover four priority areas : secure, efficient and sustainable digital infrastructures; digital transformation and businesses; digitization of public services; digital skills. Italy has made these objectives its own (from the digital agenda ed) and anticipated their achievement by 2026, also thanks to the resources of the National Recovery and Resilience Plan. We are still behind, but we intend to quickly close the gap that separates us from the rest of Europe, and in some sectors lead the European digital transition ".
"Italy supports the EU Regulation on digital services, also to effectively protect products and content made in Italy. Our belief is that what is illegal offline must also be illegal online". Thus the Prime Minister, Mario Draghi, referring to the Senate in the Chamber ahead of the European Council. "On competition - he explained -, we are working on the European regulatory proposals for the digital market and services. Italy supports the proposal for a Regulation on digital markets and hopes for its prompt adoption".
"The government has pledged to contain the rise in bills. Last June we had already allocated 1.2 billion to reduce system charges. A few weeks ago, we intervened further, with more than 3 billion, to calm prices in the last quarter of the year, especially for the weaker sections of the population "
"As far as migration is concerned - Draghi recalled - Italy had promoted a discussion on the issue at the June European Council, with the aim of encouraging a truly European management of flows. Even the countries concerned by the so-called 'secondary movements' they noted the importance of preventing and containing irregular flows and of encouraging legal migration channels. On the latter aspect, Europe should make more efforts, following for example the model of the so-called humanitarian corridors ". Thus the Prime Minister, Mario Draghi, referring to the Senate in the Chamber ahead of the European Council. "For the reconversion of our economic system to be successful, the support of everyone is needed: institutions, businesses, citizens. We must pursue an ambitious climate agenda and ensure that our choices are accepted and widely shared by the population. The ecological transition does not involve a reduction in jobs but an increase ".
