There are three main reasons behind the success of the “remote work” experience in the Emirates: legislative flexibility, the use of modern technology in performance and productivity monitoring processes, the readiness of the integrated digital infrastructure, and the availability of smart electronic government services that help in the continuity of communication and service provision.

Legislation and regulations

The UAE prepared itself from an early stage for the changes that the world might witness in terms of work methods and systems, whether remotely or in person, or with regard to work days and methods, and for this it armed itself with the strongest and most effective digital systems, to remain at the forefront of countries in this field.

The UAE began implementing the remote work system in the federal government sector in 2017, by implementing it experimentally in some federal agencies, and was able to measure its impact on productivity.

During the period of the “Covid-19” pandemic, Cabinet Resolution No. (27) of 2020 was issued regarding the remote work system in the federal government, according to which the remote work system is also implemented by federal agencies in normal and ordinary circumstances as well.

In 2021, the UAE introduced the virtual work residency visa, the first of its kind in the region, which enables a foreigner to enter the country with his personal sponsorship, stay there for a year, and practice his virtual job in accordance with the conditions and controls issued with the visa.

Monitor performance and productivity

According to the “Digital Emirates – Facts and Figures 2023” report, issued by the Communications and Digital Government Regulatory Authority, the percentage of Internet users in the country reached 99% of the population, which allows a high level of use of digital solutions, whether in the daily routine of life or in government services. .
