The different groups of developing countries said this Saturday (13) that they will not block the adoption of a final resolution at COP26 due to disagreements over the controversial issue of “loss and damage” suffered by climate change.
Developing nations, which were already outraged by the failure of rich countries to fulfill their pledges of financing, had called for the creation of a specific mechanism that would take into account the damage already caused by the devastating effects of increased storms, droughts and waves of heat.
However, the draft declaration debated this Saturday, in the last hours of the Glasgow conference, only proposed to accelerate the application of the technical measures already foreseen, without temporal targets.
“With a spirit of compromise, we can live with the paragraphs” regarding this issue, said the representative of Guinea, Amadou Sebory Touré, leader of the G77+China negotiating group, which brings together more than 100 developing and emerging countries, in session plenary.
“We understand [que esta linguagem] it neither reflects nor undermines the solution we want on the financing of damages for the most vulnerable”, he added.
Other groups of vulnerable countries have expressed similar views. The Alliance of Small Island States (AOSIS), also referring to the spirit of “commitment”, noted that the draft declaration includes advances in “some of our priorities, without which we cannot leave” of the conference. .
“We are very disappointed by the absence of elements on damages and we will express our demands in due course”, added the representative of the group.
US envoy John Kerry, for his part, tried to reassure disadvantaged countries after his country, which fears the possible legal consequences of such recognition, firmly opposed the proposal for a special mechanism.
“We are willing to participate in the damage and loss dialogue and contribute to its success,” said Kerry.
The representative of the European Union, who was also opposed to the aforementioned mechanism, acknowledged that this is just the “beginning of what we have to do in terms of damages and losses”.
