The full of the Chamber of Deputies generally approved a one-month extension, until next September 1, for the entry into force of the reforms in the field of outsourcing and compliance with the obligations that the new legislation imposes on employers.
Endorsed with 373 votes in favor, 71 against and two abstentions, the opinion was discussed in particular.
In addition to Morena and her allies from PT, PES and PVEM, the parliamentary groups of the PRI, PRD and MC They voted in favor of the project, although they anticipated the presentation of reservations in order to extend the extension until December 31.
The PAN bench was the only one that voted en bloc against the opinion of the United Labor and Finance commissions, considering that the period of one month for companies to comply with the requirements established by the reform to prohibit labor subcontracting is insufficient.
In substantiating the opinion, PAN legislator Patricia Terrazas, president of the Finance Commission, remarked:
“We must not leave out the position of another group of deputies who agree that the term granted in this opinion is not sufficient and continues to be a different treatment than the term that the public sector now enjoys. Do not be surprised if in less than a month we see each other again to discuss the present issue again ”.
For the parliamentary group of Morena, the deputy Aleida Alavez He accused the PAN opposition of defending the interests of the private sector at the expense of the workers and argued that a month’s extension is enough for companies to fulfill their obligations.
Since last April and to date, 2.3 million workers have gone from the subcontracting scheme to be part of the companies to which they provide their services.
Likewise, 70 thousand companies have requested their registration in the Public Register of Contractors of Specialized Services or Specialized Works, but of that universe, only 25 thousand 500 have completed the process, although many more have expressed their willingness to comply, the opinion indicates.
