The president of CSIF, Miguel Borra, has announced a “great mobilization” for next December 14 in front of the General Directorate of Muface in Madrid to defend the health agreement and has warned of problems in the mutuality of Justice (MUGEJU ).
This is what Borra said during a New Economy Forum breakfast, where he warned that the new Muface tender could come from January “or beyond”, after the public consultation that the Government has launched to find out the price at which The insurers participated in a tender after the first tender did not go ahead because the insurers did not appear.
In the first tender, the Government proposed an increase in premiums of 17.12% for 2025 and 2026, but it did not convince the insurers that currently provide the service (Adeslas, Asisa and DKV), who considered the offer insufficient in economic terms. For this reason, it presented a public consultation this week to find out what price they would accept to attend a new health concert.
Asked about possible problems in MUGEJU and the Army mutuality (Isfas), Borra has expressed concern about the future of the mutuality of public justice personnel.
«In MUGEJU three insurance companies have fallentwo and one small left. At the moment there are 35,000 justice officials, public servants, who find themselves having to change companies,” the union leader stressed.
However, Borra has acknowledged that the Government has called on the unions to remain calm and has assured them that “there will be no problems.” «Well, there will be no problems, so they say (…). Well, if you want the model to continue, you should have started working sooner,” he explained.
Likewise, he has criticized the “probe balloons” that are arriving from the Executive in relation to the report published by the Ministry of Health a few days ago on the end of Muface and the transfer of these mutualists the national health system.
Along these lines, Borra has indicated that the report from the Ministry headed by Mónica García underestimates that almost 31% of the 1.5 million public workers who receive health care through Muface are over 65 years old and does not clarify what will happen to them. the pharmaceutical co-payment of Muface mutualists, since they only pay 30% of the prescriptions.
“We are already seeing the autonomous communities of Andalusia, Madrid, Ceuta, Melilla, which are already indicating that we are not going to be able to serve them,” he added.
For this reason, Borra has announced that on December 14 a demonstration will be called in Madrid in which mutualists from all parts of Spain will participate, with the aim of asking the Government to remove a “sufficiently attractive” tender to ensure system continuity.

Asked about a possible intention of the Government to want to dismantle the system, Borra has indicated that CSIF does not understand that the Government has lowered the first tender to 17%, when the initial offer of the General Directorate of Muface was set at 24% .
“I want to believe that there is no plan to end mutual societies, but the truth is that we are having many signs that perhaps they do exist,” he explained.
